Senior Project Manager – NYC DEP Infrastructure

Position Overview

Welkin Enterprises LLC is seeking an experienced Senior Project Manager to lead the mechanical scope on a large-scale NYC DEP public works project. The work involves process piping, plumbing, HVAC, and fire protection within water and wastewater facilities. The Senior Project Manager has full responsibility for the project’s cost, schedule, quality, and safety, from preconstruction through closeout. The role reports to the Project Executive, and supervises Project Managers, Assistant Project Managers, and Project Engineers assigned to the project.

Key Responsibilities

• Lead the mechanical scope of a large DEP project from preconstruction through final acceptance and closeout.
• Serve as Welkin’s primary point of contact with DEP, the Resident Engineer, construction managers, the general contractor or JV partners, and design teams.
• Own the project budget: monthly cost reports, forecasts, cost-to-complete, and profit fade/gain analysis.
• Develop, review, and maintain the project schedule; coordinate sequencing with the GC and other trades, including work in operating facilities that must stay online.
• Direct procurement strategy: buyout, subcontract, and purchase order negotiation, long-lead equipment tracking.
• Manage the submittal, RFI, and shop-drawing process to keep work moving.
• Identify, price, negotiate, and document change orders, claims, and extra work; maintain contemporaneous records to support entitlement.
• Prepare and approve monthly requisitions and track payments.
• Ensure compliance with public contract requirements, including prevailing wage and certified payroll, M/WBE participation, and project labor agreement obligations where applicable.
• Work with field superintendents and foremen on manpower planning, productivity, and installation quality.
• Champion site safety and enforce OSHA, DEP, and project-specific safety requirements.
• Lead progress meetings and represent Welkin in owner and GC coordination meetings.
• Supervise, mentor, and develop the PMs, APMs, and Project Engineers on the team.
• Manage risk and resolve conflicts proactively, escalating to the Project Executive when needed.
• Lead closeout: punch lists, testing and commissioning support, O&M manuals, as-builts, training, warranties, and final payment.

Qualifications

• Bachelor’s degree in Mechanical Engineering, Civil Engineering, Construction Management, or a related field.
• 10+ years of NYC construction experience, including at least 5 years as a Project Manager on mechanical, plumbing, or process piping work.
• Familiarity with DEP standard specifications and contract administration procedures.
• Demonstrated experience managing large public works projects (NYC DEP construction experience is strongly preferred; NYCTA, DDC, SCA, MTA, Port Authority, or similar also considered).
• Able to travel between Melville (primary) and jobsite (2 hrs north of NYC), as required.
• Experience with water and wastewater treatment facilities, pump stations, or similar heavy process/infrastructure work.
• Strong command of contract documents, specifications, and engineering drawings, plus engineering computations and analysis.
• Proven ability to manage budgets, schedules, change orders, and subcontractors on multi-million-dollar projects.
• Excellent written and verbal communication skills, including formal correspondence with public owners.
• Knowledge of OSHA regulations and construction safety practices.
• Authorization to work in the United States on an unrestricted basis.
