We are seeking an experienced Housing Supervisor to lead daily operations within a fast-paced Housing Choice Voucher (HCV/Section 8) environment. This position is ideal for a housing professional who combines strong affordable housing knowledge with proven leadership experience and a passion for delivering exceptional service to program participants, landlords, and community stakeholders.
The Housing Supervisor will oversee staff performance, workflow management, customer service, compliance, and quality assurance while ensuring program goals are achieved. This is a hands-on leadership role requiring prior supervisory experience within the affordable housing field.
Position Summary
The Housing Supervisor serves as the primary onsite leader responsible for ensuring efficient program operations, exceptional customer service, and compliance with housing regulations and policies. This individual will supervise housing professionals, support participant and landlord relations, resolve escalated concerns, and maintain operational excellence throughout the program.
The ideal candidate has direct experience with the Housing Choice Voucher (HCV) Program and a proven track record of supervising teams within affordable housing, public housing, or housing assistance programs.
Essential ResponsibilitiesLeadership & Staff Management
- Supervise, coach, mentor, and develop housing staff to ensure high levels of performance and engagement.
- Conduct ongoing training and provide guidance on policies, procedures, customer service, and compliance requirements.
- Monitor employee productivity, quality standards, and workload distribution.
- Manage staff schedules, attendance, and timecard approvals.
- Foster a positive, professional, and collaborative work environment.
- Hold team members accountable for meeting performance, compliance, and service expectations.
- Recognize employee accomplishments and support professional development initiatives.
Housing Choice Voucher (HCV) Program Operations
- Oversee daily Housing Choice Voucher (HCV/Section 8) program activities.
- Monitor workflow queues, deadlines, and service delivery to ensure timely completion of work.
- Ensure accurate processing of participant and landlord requests.
- Remove operational bottlenecks that impact efficiency or customer satisfaction.
- Maintain data accuracy, file integrity, and proper program documentation.
Customer Service & Escalation Resolution
- Serve as the primary point of contact for escalated participant, landlord, and stakeholder concerns.
- Provide professional, courteous, and solutions-focused customer service.
- Utilize strong conflict-resolution and de-escalation skills to resolve sensitive situations.
- Ensure customer inquiries and concerns are addressed promptly and effectively.
- Maintain a welcoming, participant-focused environment that promotes excellent service.
Compliance & Quality Assurance
- Ensure compliance with Housing Choice Voucher regulations, HUD requirements, program policies, and fair housing laws.
- Conduct quality control reviews to ensure accuracy and consistency of work.
- Identify operational risks and implement corrective actions when needed.
- Monitor case files and documentation for completeness and compliance.
- Support audits, reporting requirements, and internal reviews.
Stakeholder & Community Relations
- Build positive working relationships with landlords, participants, housing partners, and community stakeholders.
- Serve as a trusted resource for program guidance and issue resolution.
- Collaborate with leadership to improve operational effectiveness and customer satisfaction.
- Maintain transparent and professional communication with internal and external partners.
Required QualificationsMinimum Qualifications
- At least 3 years of leadership, supervisory, or management experience within affordable housing, public housing, housing assistance programs, or residential property management.
- At least 1 year of direct Housing Choice Voucher (HCV/Section 8) experience required.
- Demonstrated experience supervising, coaching, and developing staff within the housing industry.
- Experience managing employee performance, workloads, quality control, and customer service standards.
- Strong knowledge of:

- Affordable Housing Compliance
- Fair Housing Laws
- Landlord-Tenant Relations
- Housing Eligibility and Recertification Processes
- Excellent communication, customer service, conflict-resolution, and organizational skills.
- Proficiency with Microsoft Office Suite and housing management software.
Preferred Qualifications
- Bachelor's degree in Business Administration, Public Administration, Housing Management, Social Services, or a related field.
- Affordable housing certifications such as:
- Housing Choice Voucher Specialist (HCVS)
- Certified Occupancy Specialist (COS)
- Public Housing Manager (PHM)
- Tax Credit Specialist (TCS)
- Other affordable housing industry certifications
- Experience managing high-volume housing operations.
