EHC is looking for a Project Controls Manager for a Client in the Houston Area

Project Controls Manager – Houston, TX (Hybrid)

Schedule: Hybrid – 4 days onsite, 1 day remote

Contract Duration: Contract length may be adjusted based on project requirements and transition plans, with the potential for a short extension or early completion.

Position Overview

The Project Controls Manager will lead all project controls activities for a major subsea rock installation program, ensuring successful execution through effective planning, scheduling, cost management, progress measurement, risk management, and performance reporting. This role serves as a key partner to project leadership, vessel operations, and cross-functional teams to drive safe, efficient, and predictable project delivery.

This position is based in Houston, Texas.

Required Qualifications

  • Bachelor's degree in Engineering, Construction Management, Project Management, Business Administration, or a related discipline (or equivalent combination of education and experience)
  • Minimum of 10 years of project controls and cost controls experience supporting large-scale construction or EPC projects
  • Demonstrated experience supporting offshore, marine, or subsea construction projects
  • Strong background in scheduling, forecasting, earned value management, and project performance reporting
  • Experience managing project controls across multidisciplinary teams and subcontractors

Key Responsibilities

  • Develop, implement, and maintain the Project Controls Plan (PCP), including Work Breakdown Structure (WBS), Schedule Breakdown Structure (SBS), progress measurement methodologies, reporting requirements, and change management processes.
  • Create and manage an integrated, logic-driven project schedule covering quarry operations, loadout activities, and offshore installation work.
  • Monitor project progress through quantity tracking, earned value management, productivity analysis, and performance measurement.
  • Establish and oversee project cost controls, including budgeting, forecasting, accruals, commitments, cost tracking, and variance analysis across engineering, procurement, marine operations, and subcontracted services.
  • Lead schedule and cost change management efforts, including impact assessments, time-impact analyses, and support for claims documentation as required.
  • Prepare and coordinate weekly and monthly project reporting, including KPI dashboards, schedule updates, cost reports, progress curves, look-ahead schedules, and executive summaries.
  • Collaborate with finance, engineering, procurement, HSE, QA/QC, vessel operations, and subcontractor teams to ensure project alignment and transparency.
  • Support contract administration activities in partnership with the Director of Contracts, ensuring compliance with client and vendor reporting requirements, milestone verification, and deliverable tracking.
  • Maintain project controls data integrity and governance across scheduling, cost control, and document management systems.
  • Drive continuous improvement initiatives and support compliance with quality management and ISO standards.
