Position Summary

The Network Voice Administrator I provides day-to-day technical and operational support for the State of Colorado Office of Information Technology (OIT) voice and telecommunications environment. This position supports ServiceNow ticket management, Cisco Webex administration, VoIP telephone services, analog telephone lines, copper cabling infrastructure, telecommunications installations, and inventory/asset management.

The position works as part of OIT's Network/Voice Operations team supporting enterprise voice, video, data, and communications services. The broader Voice Network Operations environment supports more than 20,000 users statewide.

Key Responsibilities

  • Review and validate incoming ServiceNow tickets, obtaining missing information when necessary.
  • Troubleshoot tickets and determine whether they can be resolved directly or should be assigned to the appropriate technical team.
  • Assign and route tickets to technical staff and maintain accurate system records.
  • Administer Cisco Webex configurations using Kurmi, including:
    • Password resets
    • Voicemail resets
    • User/name changes
  • Perform onsite telecommunications installation and support within approximately 50 miles of 1575 Sherman Street.
  • Install, modify, and troubleshoot voice jumpers and copper cabling.
  • Troubleshoot analog telephone line issues and related telecommunications infrastructure.
  • Perform telephone moves, adds, changes, installations, and relocations.
  • Assist with VoIP and voice-network operational support.
  • Inventory phones, network switches, voice equipment, and related technology assets.
  • Maintain equipment records and prepare inventory data for decommissioning and surplus activities.
  • Maintain documentation related to voice infrastructure configuration, maintenance, circuits, equipment, and capacity.
  • Support telecommunications inventory and asset-management systems, including TEMS-related updates.
  • Coordinate with vendors and OIT personnel when structured cabling, circuit installation, MAC work, or other telecommunications support is required.
  • Assist with telecommunications projects, including hardware, circuits, cabling, implementation activities, and technical cutovers.
  • Participate in incident response and post-incident/after-action activities when required.

These responsibilities closely mirror the contract SOW, including ServiceNow ticket handling, Kurmi/Webex administration, onsite installations, voice jumpers, copper troubleshooting, telephone support, and equipment inventory. The classified position description also assigns substantial responsibility to daily network/voice operations, ticket triage, copper-wire changes, onsite work, documentation, vendor coordination, and asset management.

Desired Skills and Experience

The ideal candidate should have experience or working knowledge in:

  • VoIP and enterprise telephone systems
  • Cisco Webex or similar unified communications platforms
  • Kurmi administration or comparable UC provisioning tools

  • Analog telephone systems
  • Copper cabling and voice cross-connects
  • LAN/WAN fundamentals

The underlying OIT position specifically calls for functional knowledge of VoIP, LAN/WAN/network communications technologies and exposure to routers, switches, wireless infrastructure, and VoIP technologies.

Work Requirements

This position requires the ability to work independently while coordinating with network engineers, vendors, agency personnel, and other OIT technical teams. The candidate must be comfortable working both at a desk and in telecommunications/network environments performing hands-on installation and troubleshooting.

The position may require:

  • Travel to State facilities
  • Work outside normal business hours for planned telephone cutovers
  • Participation in an on-call rotation
  • Background check
  • Valid driver's license
  • Pre-employment drug screening

A strong candidate will be a hands-on telecommunications technician rather than a traditional server/network administrator. They should be comfortable taking a ServiceNow ticket, troubleshooting the issue, making a Webex/Kurmi change, tracing or modifying copper, physically installing a phone or jumper, documenting the work, and escalating more complex network issues when appropriate.

That title is probably more effective for recruiting than simply Network Administrator I, because the actual work is heavily weighted toward voice/VoIP, Webex, copper, telephony, ticketing, and field support, rather than routing/switching engineering.
