About the Role
The Data Quality & Support Manager leads FPS's shared data infrastructure within the Business Operations department, reporting directly to the Chief Operating Officer. This role is accountable for establishing and maintaining organizational data-entry standards, driving data quality across all systems, supporting staff training, coordinating cross-departmental data workflows, and ensuring organizational data is complete and report-ready for internal and external audiences.
This seat directly supervises a Data Support Specialist (HMIS/Programs) and operates cross-functionally across Programs, Development, Marketing & Community Engagement, Finance, HR, Compliance, IT, and Business Operations. This role doesn't own all organizational data — departments retain subject-matter authority over the meaning and interpretation of their own data — but it owns the support infrastructure that allows every department's data to be accurate, usable, and mission-connected.
What You'll Do
Team Leadership & Supervision
- Directly supervise, coach, and hold accountable a Data Support Specialist, including weekly one-on-ones, quarterly performance conversations, and annual reviews
- Recruit, onboard, and develop data support staff
Data Standards & Documentation
- Develop, maintain, and communicate shared data-entry standards across all organizational systems (HMIS, Bloomerang, BambooHR, Finance systems)
- Create and maintain workflow maps, report-preparation checklists, and duplicate-prevention protocols
Data Quality Monitoring & Cleanup Coordination
- Monitor data completeness and accuracy across all primary systems on a continuous basis
- Coordinate cleanup processes with responsible departments and report data quality status monthly
- Surface patterns of recurring data inconsistency and lead root-cause analysis
Staff Training & System Support
- Design and deliver practical data systems training across departments
- Provide responsive troubleshooting for staff, with a 2-business-day support ticket response standard
Cross-Department Data Coordination
- Facilitate structured coordination across departments when data crosses boundaries, clarifying shared definitions and handoff protocols without overriding departmental authority
Reporting Readiness
- Ensure data is complete, accurate, and validated ahead of grant, compliance, board, and leadership reporting deadlines
Risk Escalation
- Identify and escalate data integrity risks, confidentiality concerns, and reporting deadline risks to leadership promptly
What You'll Need
Required
- Associate degree or equivalent in Information Systems, Business Administration, Public Administration, or a related field; or 3+ years of directly relevant experience in lieu of formal education
- Minimum 3 years of experience working with databases, CRMs, HMIS/CMIS, case management systems, donor databases, or similar organizational data platforms
- Demonstrated experience supervising, coaching, or leading at least one direct report
- Demonstrated ability to create clear written documentation, data-entry standards, and training materials for non-technical staff
- Experience designing and delivering training for staff with varying levels of technical comfort; strong written and verbal communication skills
- Demonstrated ability to identify patterns, inconsistencies, duplicate records, and process gaps across large data sets
- Proficiency in Microsoft 365 (Excel, SharePoint, Teams); comfort with dashboards, spreadsheets, and reporting tools
- Working knowledge of data confidentiality and privacy requirements, including HIPAA, FERPA, HUD, and Washington State standards
- Ability to manage competing requests from multiple departments and escalate risks with clear framing

Preferred
- Experience in a nonprofit, social services, housing services, or public-sector environment
- Familiarity with HMIS/Clarity, Bloomerang, BambooHR, or similar platforms
- Experience leading a small data, reporting, or operations team
- Familiarity with the Entrepreneurial Operating System (EOS) or similar accountability frameworks
- Basic proficiency with SQL, data validation tools, or reporting platforms such as Tableau or Power BI
- Experience with grant reporting, funder compliance, or CoC/HUD reporting requirements
- Bilingual or multilingual fluency, particularly in Spanish
Compensation & Benefits
- Pay Rate: $28.00/hour

Work Conditions
This is an on-site position based at FPS's Business Operations location at 2002 E. Mission Avenue, Spokane, WA. The role includes regular cross-departmental engagement across shelter, housing, advancement, and administrative program areas. Because FPS operates within a shelter and housing program environment, this employee may move through operational shelter areas and may encounter individuals experiencing the impacts of trauma, mental health crises, and/or substance use. This is not a direct service role; professional boundaries apply at all times.

- Valid Washington State driver's license and current auto insurance required
