Position Overview
The Systems Analyst II is a mid-to-senior level position overseeing Primex’s IT infrastructure and services. This is a hands-on role that combines technical expertise with management responsibilities. The individual will manage complex IT operations including server and network administration, support for remote phlebotomy stations, LIS (SchuyLab) oversight, and coordination of IT projects and vendor relationships. They will ensure reliable connectivity and data exchange (including HL7 interfaces with client EMRs) and implement solutions for efficient lab operations. This on-site role in Van Nuys functions as the head of IT at the lab and reports to senior management (Laboratory Director).
Key Responsibilities
IT Operations Management: Oversee day-to-day IT operations for the entire laboratory and its remote field staff. Ensure all systems (servers, network, PCs, laboratory devices) are running smoothly and securely. Develop and enforce IT policies and standard operating procedures to maintain a stable IT environment.
User Support (Tier 2/3): Serve as the escalation point for complex technical issues. Provide advanced support to in-house lab personnel as well as remote phlebotomists in the field. For example, troubleshoot VPN connections for phlebotomists accessing the LIS remotely, resolve connectivity issues with remote printing of lab reports, and support any IT needs at off-site clinics drawing samples for Primex.
Server & Network Administration: Maintain all Windows servers and network equipment in the lab. This includes managing Windows Server environments (user accounts, Group Policy, Active Directory, file and print services) and ensuring data backups and recovery plans are in place. Monitor server performance and integrity; apply updates/patches regularly. Manage network infrastructure (switches, routers, firewalls, Wi-Fi) to ensure reliable internal and external connectivity. Oversee VPN setup and security for remote access.
Virtualization and Infrastructure: Administer the lab’s virtualized environments (using Hyper-V or VMware). Create and manage virtual machines that host critical applications (LIS, database servers, etc.), optimizing resources and ensuring high availability. Troubleshoot any virtualization issues and plan capacity for future growth.
LIS Management (SchuyLab): Act as the primary administrator for the SchuyLab Laboratory Information System. Responsibilities include user account management, configuring lab test profiles, instrument interfaces, and ensuring LIS software updates are tested and applied. Work closely with lab leadership to customize LIS reports and workflows as needed. Monitor the LIS for any errors or downtime and coordinate with the vendor’s support for timely resolution. Manage HL7 interfaces between the LIS and clients’ Electronic Medical Records (EMR) systems – ensure lab results and orders are exchanged correctly in the HL7 format. This involves checking interface logs, addressing message errors, and collaborating with partner clinics to test and maintain these connections.
Data Integration & Reporting: Develop and maintain custom reports and scripts to support lab operations. Using PowerShell or batch scripting, automate routine tasks such as data exports, result uploads, or instrument data processing. Utilize business intelligence tools like Tableau or Power BI to create dashboards or regular reports for management (e.g. test volumes, turnaround times, quality metrics). Provide insights by querying LIS databases and presenting data in a meaningful way to help drive decision-making.
Fax and Communication Systems: Oversee the lab’s fax server or electronic fax solution and the physician results portal. Troubleshoot any fax transmission issues (failed result faxes, etc.) and coordinate fixes (might involve telecom providers or switching to electronic fax methods). Ensure the Physician Portal and remote printing systems are functioning so that doctors and clients receive lab reports seamlessly. This may include setting up secure printing software or managing remote desktop printers at client sites and providing support for any portal login issues or result retrieval problems.
Project & Vendor Coordination: Lead IT projects such as LIS upgrades, new instrument interfaces, or facility expansions. Plan and execute project timelines with minimal disruption to lab services. Coordinate with external vendors and service providers – for example, liaise with the SchuyLab LIS vendor support team for advanced troubleshooting or system enhancements, and with EMR vendors for interface updates. Negotiate and manage contracts for IT services (internet service providers, hardware maintenance, software licenses). Ensure external LIS support tickets are logged and resolved, and that the lab’s needs are prioritized.
IT Strategy & Development: Work with senior management to identify technology needs and improvements. Propose solutions for laboratory workflow enhancement (such as introducing a new inventory tracking database or improving result delivery methods). Design and implement a database for inventory management if needed, to better track laboratory supplies and equipment life cycles. Stay updated on healthcare IT best practices and security standards, implementing upgrades or policy changes (e.g., improved cybersecurity measures or compliance with HIPAA regulations for patient data protection).
Team Leadership: Supervise junior IT staff (such as the Systems Analyst I or any IT technicians). Provide mentorship, assign tasks, and verify quality of work. Foster a collaborative environment and ensure the IT team is responsive and knowledgeable. Conduct training sessions for staff on new systems or protocols as needed. Also, train lab personnel on IT policies or new technologies deployed.
Documentation and Compliance: Create and maintain documentation for IT infrastructure, configurations, and troubleshooting guides. Keep an updated knowledge base for common issues and resolutions. Ensure the laboratory’s IT practices comply with applicable regulations (CLIA, CAP, HIPAA, etc.) by implementing proper access controls and data safeguards. Perform periodic audits of systems and permissions, and support any IT-related aspects of lab inspections or audits.
Qualifications & Skills
Education: Bachelor’s degree in Computer Science, Information Systems, or related field preferred. Equivalent work experience in IT, especially in a healthcare or laboratory setting, will be considered. Ongoing professional education or certifications are a plus.
Experience: 5+ years of progressive IT experience is expected, including system/network administration and user support. Prior experience in a clinical laboratory, hospital, or healthcare environment is highly advantageous, particularly with LIS or electronic health record systems. Experience in a lead or managerial IT role (formally or informally) is preferred for those applying to the IT Manager level.
Technical Proficiency
Server & Network: Strong hands-on knowledge of Windows Server operating systems and Active Directory administration. Comfortable managing DNS, DHCP, file permissions, and Group Policies in a domain environment. Solid understanding of networking concepts (LAN/WAN, VLANs, VPNs, firewall rules). Experience with maintaining network hardware (switches/routers) and troubleshooting network performance issues.
Virtualization: Proven experience with virtualization platforms such as Microsoft Hyper-V or VMware. Ability to create, configure, and maintain virtual machines and understand virtualization host clustering, storage, and snapshots.
Scripting & Automation: Proficient in PowerShell scripting and writing batch files or other automation scripts. Can develop scripts to automate repetitive tasks (e.g., nightly data extracts, user account batch updates, log monitoring). Familiarity with SQL queries or basic database management is a plus for querying the LIS or other systems.
Laboratory Systems: In-depth understanding of LIS or LIMS (Laboratory Information Systems). Experience with SchuyLab or a similar LIS is strongly preferred. Should understand how laboratory instruments interface with LIS and how results are managed in the system. Knowledge of HL7 standards and practical experience working with HL7 interfacing between systems (such as integrating an LIS with an EMR or hospital system) is required. The candidate should be able to troubleshoot data flow issues and communicate effectively with external interface partners
Analytics & Reporting: Experience using Tableau, Power BI, or similar tools to analyze data and create visual reports. Able to gather requirements from management to produce periodic metrics or dashboards (for example, weekly test volumes or TAT reports). Advanced Excel skills (pivot tables, formulas) can also be useful for reporting purposes.
Tools & Other Tech: Familiarity with remote support tools (Remote Desktop, VPN clients), and possibly experience with electronic fax systems or cloud phone systems. Any experience with inventory or asset management systems is helpful. Knowledge of cybersecurity principles (antivirus, endpoint protection, access control) to keep the lab’s IT environment secure.
Soft Skills & Abilities
Leadership: Demonstrated ability to lead small teams or projects. Strong organizational skills to juggle multiple priorities and projects. Capable of mentoring junior staff and fostering a dependable support team.
Problem-Solving: Excellent analytical and troubleshooting abilities, especially in high-pressure or time-sensitive situations (e.g., LIS goes down, network outage affecting lab operations). A proactive mindset to identify potential issues before they escalate and to implement preventive measures.
Communication: Exceptional communication skills, both written and verbal. Able to explain technical concepts to non-technical stakeholders clearly and to write clear documentation. Comfortable coordinating with external vendors or client IT departments in a professional manner.
Adaptability: Flexibility to handle a wide variety of tasks – from strategic planning with executives to hands-on fixing a network cable. Eagerness to stay current with new technologies and apply them to benefit the lab. A customer-service orientation is important, given this role supports healthcare professionals who rely on timely results.
Integrity and Compliance: Must understand the importance of patient data confidentiality and uphold all privacy and security regulations. Should exhibit a detail-oriented approach, ensuring accuracy and reliability in lab information systems.
