Job DescriptionSummary

Directs, plans, and administers the comprehensive operations, asset protection, and maintenance programs for all County-owned buildings, grounds, parking lots, and associated infrastructure. Serves as the primary project manager for County construction, space planning, and facility renovations. Formulates departmental policy, manages capital and operational budgets, and provides strategic leadership to maintenance and custodial personnel.

Essential Duties and Responsibilities

To perform this job successfully, an individual must be able to perform each essential function satisfactorily and in a timely manner. The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required or assigned.

  • Develop, implement, and present the Capital Maintenance and Repair Plan. Oversee the lifecycle of facility expansion, renovation, and construction projects, acting as the County's representative to ensure compliance with budgets, timelines, and contract specifications.

  • Assist in the recruitment, selection, professional development, and performance evaluation of Maintenance Department staff. Resolve personnel issues, execute corrective action when necessary, and foster a productive work environment.

  • Manage and/or assist in developing comprehensive project bid packages and requests for proposals (RFPs). Review contractor proposals, recommend vendor selections to leadership, and oversee third-party contractors to verify code compliance and quality workmanship.

  • Establish, monitor, and refine preventative maintenance program to minimize equipment downtime, optimize facility systems, and lower long-term operating costs.

  • Formulate, justify, and administer the annual operational and capital budgets for the Maintenance Department. Authorize expenditures and maintain strict control over departmental financial, supply, and equipment records.

  • Manage the custodial and housekeeping operations for all County facilities, establishing high standards of cleanliness utilizing a combination of internal staff and contracted service providers.

  • Monitor and analyze utility consumption data across County assets. Research, propose, and implement energy conservation measures and utility-saving technologies.

  • Direct the implementation of mandatory safety training programs for staff to ensure OSHA compliance and reduce workplace injuries. Ensure all facility infrastructure meets local, state, and federal building, safety, and environmental codes.

  • Direct the planning, asset tracking, and implementation of County-wide facility access controls, including physical master-key systems and electronic security configurations.

  • Provide professional, technical expertise to County Department Heads, Administration, and elected officials regarding facility operational problems, architectural layouts, and space utilization requests.

  • Participate as an active, hands-on team contributor on maintenance, facility, or emergency response projects when operational demands or staffing shortages require physical intervention.



Education and/or Experience

  • High school graduation or GED equivalent.

  • Prefer an Associate’s Degree, two full academic years of advanced technical training, or a completed trade apprenticeship from an accredited college, university, or technical institution. Educational focus in Facilities Management, Engineering, Construction Management, or Building Maintenance Technology.

  • Minimum of five years of progressive, professional supervisory experience managing facility operations, building maintenance systems, or commercial construction projects.

  • Any combination of education and experience that provides equivalent knowledge, skills, and abilities may qualify an applicant, and be considered in lieu of the more specific criteria listed above.

  • Possess and maintain a valid driver’s license with an acceptable driving record.

Knowledge, Skills, and Abilities

  • Comprehensive knowledge of the principles and practices of structural, mechanical, electrical, plumbing, and HVAC systems as they relate to commercial or public facility management.

  • Thorough knowledge of public budgeting, municipal procurement laws, project management principles, and contract administration.

  • Deep understanding of federal, state, and local building codes, Americans with Disabilities Act (ADA) compliance, and OSHA workplace regulations.

  • Advanced ability to prioritize facility liabilities, analyze complex structural or mechanical problems, and develop cost-effective, long-term engineering or maintenance solutions.

  • Exceptional communication skills to present complex project data, address inquiries from the media or public, and maintain collaborative partnerships with County officials and personnel.

Technological Skills

Technical proficiency using automated building control networks (DDC systems), and standard administrative software suites (Microsoft Windows, Office, Excel).

Physical Demands and Work Environment

Physical Demands: Regular lifting, carrying, pushing, and pulling of objects weighing up to 50 pounds frequently, and up to 100 pounds occasionally. Requires prolonged periods of standing, walking, bending, crawling, kneeling, and climbing ladders or scaffolding at heights up to 25 feet.

Work Environment: Work is performed both indoors and outdoors. Exposure to inclement weather, extreme temperature shifts, industrial noise, chemical cleaning agents, fumes, and dust is expected. Tasks may occasionally involve interactions with stressed or confrontational individuals.
