Candidate Compensation: $60–$64 per hour, depending on experience, employment structure, and applicable benefits

Position Overview

We are seeking an experienced Senior Full-Stack Application Developer to support the development and modernization of complex enterprise applications for a large public-sector health and human services program.

The selected developer will translate business requirements and use cases into secure, scalable, and maintainable applications. This position requires hands-on experience with modern object-oriented programming languages, web services, databases, microservices, containerization, and Agile development practices.

The developer will collaborate with technical leads, architects, business analysts, testers, and other stakeholders to transform high-level and detailed system designs into functioning technical components.

This is a hybrid position based in Albany, New York. Telecommuting for more than 50% of working hours—and potentially fully remote work—may be permitted with management approval. Remote arrangements are subject to program needs and may change. Consultants approved for fully remote work must attend monthly in-person meetings in Albany and major milestone meetings when required.


Key Responsibilities

  • Translate business requirements, functional requirements, and use cases into enterprise applications.
  • Design, develop, test, troubleshoot, and maintain full-stack application components.
  • Work with technical leads and architects to transform high-level and detailed system designs into working technical solutions.
  • Develop applications according to approved technical requirements, architectural standards, security requirements, and design principles.
  • Build and maintain web applications, web services, APIs, database integrations, microservices, and supporting components.
  • Develop unit tests and participate in integration, regression, and automated testing.
  • Produce applications and technical work products aligned with business requirements, project schedules, and quality standards.
  • Participate in code reviews, technical design discussions, troubleshooting, and defect resolution.
  • Create and maintain technical documentation, workflow diagrams, code comments, system layouts, and supporting development records.
  • Collaborate with developers, architects, business analysts, testers, product owners, and other stakeholders.
  • Participate in Agile and Scrum ceremonies, including sprint planning, daily standups, backlog refinement, demonstrations, and retrospectives.
  • Identify and report technical risks, dependencies, defects, and project impediments.
  • Maintain regulatory, security, confidentiality, and documentation requirements.
  • Perform other related duties as assigned.


Required Qualifications

Applicants must clearly demonstrate the following qualifications in their resumes:

  • At least seven years of professional software-development experience.
  • At least five years of experience working on complex application-development projects.
  • Hands-on full-stack development experience using technologies such as .NET Framework, .NET Core, C#, Java, J2EE, Spring Boot, or comparable modern object-oriented technologies.
  • Experience developing web applications, web services, APIs, and database-driven applications.
  • Experience developing applications using service-oriented architecture design patterns and microservices.
  • Experience with containerization technologies such as Docker or OpenShift.
  • Experience with relational and nonrelational databases, including technologies such as SQL Server, Oracle, and NoSQL databases.
  • Experience using object-relational mapping frameworks.
  • Experience working in Agile and Scrum development environments.
  • Ability to translate technical designs and business requirements into reliable, production-ready applications.


Preferred Qualifications

  • More than five years of experience developing responsive web applications.
  • More than five years of experience using DevSecOps tools and processes, including Azure DevOps, Git, SonarQube, or similar technologies.
  • Experience implementing continuous integration and continuous delivery pipelines.
  • More than five years of experience using JavaScript, jQuery, Angular, React, or similar front-end technologies.
  • Experience preparing technical documentation, flowcharts, layouts, diagrams, code comments, and other system-development records.
  • Experience participating in formal code reviews.
  • Experience with test-driven development.
  • Experience using automated-testing and unit-testing frameworks.
  • Experience developing applications within a regulated or compliance-sensitive environment.
  • Experience supporting public-sector, health and human services, eligibility, benefits, or case-management systems.
  • Strong analytical, communication, documentation, and problem-solving skills.
