Position Summary
We are seeking an experienced IT Project Manager to lead the planning, execution, and delivery of technology projects in a complex public-sector environment.
The Project Manager will work with business stakeholders, technical teams, external agencies, vendors, and contractors throughout the project lifecycle. Projects may include custom application development, SaaS implementations, infrastructure modernization, and cross-agency integrations.
The role requires the ability to work with Agile, Waterfall, or Hybrid project delivery methodologies, depending on project requirements.
Key Responsibilities Project Planning & Initiation
- Lead or participate in systems analysis and requirements-gathering activities.
- Define and document project scope, objectives, deliverables, and desired outcomes.
- Develop project charters, plans, schedules, communication plans, and meeting agendas.
- Prepare and manage project budgets based on scope and allocated funding.
- Estimate, acquire, and manage project resources.
- Support technology planning, budgeting, and acquisition activities.
- Select appropriate project management methodologies, tools, and techniques.
Project Execution & Team Leadership
- Lead cross-functional teams consisting of technical, professional, and business stakeholders.
- Coordinate delivery of multiple applications through development, deployment, and support.
- Manage internal and external project team members and business partners.
- Assign work and tasks based on project requirements and team expertise.
- Manage Statements of Work (SOWs), contracts, suppliers, and vendors.
- Coordinate across departments, agencies, contractors, and other stakeholders.
- Establish appropriate project documentation and development standards.
- Identify training needs and recommend appropriate training.
Stakeholder Management & Communication
- Establish and manage expectations with internal and external stakeholders.
- Facilitate project kickoffs, stakeholder workshops, standups, retrospectives, and steering committee meetings.
- Translate business requirements into realistic project plans, schedules, and budgets.
- Communicate project status, risks, issues, and trade-offs to both technical and non-technical audiences.
Risk, Budget & Performance Management
- Identify, assess, and mitigate project risks.
- Monitor project timelines and expenditures against established targets.
- Track project performance and provide regular updates to stakeholders.
- Ensure projects are delivered on time, within scope, and within budget.
- Evaluate project execution and identify opportunities for continuous improvement.
- Use project data and metrics to support decision-making.
Required Skills & Qualifications

Required Experience
- 3–5 years of supervisory or team-lead experience.
- 3+ years of experience managing IT projects or IT business analysis from initiation and planning through completion and closure.
- Demonstrated experience leading Agile software delivery using Scrum or Kanban.
- Experience with sprint planning, backlog management, and release coordination.
- Experience delivering web, mobile, or SaaS application projects.
- Experience in a complex public-sector or similarly regulated environment.
- Organizational change management experience, including Prosci ADKAR or comparable frameworks.
- Familiarity with cloud platforms such as Azure, AWS, or GCP.
- Knowledge of data integration and information security considerations in IT project delivery.
- Experience with tools such as Azure DevOps, Jira, ServiceNow, Smartsheet, or equivalent.
- Experience with design thinking and user-centered approaches to requirements and solution definition.
- Strong ability to balance business needs with technical, budget, and schedule constraints.
Certifications
Required/Preferred:
- PMP or PRINCE2 certification.
- CSM, PMI-ACP, or SAFe certification is a plus.

Education
- Bachelor's degree in Computer Science, Information Systems, Business Administration, Project Management, or a related field.
- Three or more years of relevant IT project management or IT business analysis experience.
- An equivalent combination of post-secondary education and relevant experience may be considered.

- Hybrid position with an office-based component.
