Job Description

Reports To: Executive Director

Position Summary

Under the direction of the Executive Director, the Director of Leased Housing Programs has overall responsibility for the administration, implementation, compliance, operational management, and performance of the Authority's federal and state rental assistance programs.

The Director oversees program utilization, budget performance, regulatory compliance, reporting accuracy, program integrity, staff development, landlord relations, and strategic initiatives designed to ensure long-term program sustainability. The Director is responsible for ensuring that leased housing programs operate efficiently and effectively while maintaining compliance with all applicable federal, state, local, and Authority requirements.

The Director serves as a key member of the Authority's leadership team and provides guidance on complex regulatory, operational, financial, and compliance matters affecting rental assistance programs.

Responsibilities

Program Administration and Compliance

  • Direct the administration, implementation, and monitoring of all federal and state leased housing programs, including Housing Choice Voucher (HCV), Project-Based Voucher (PBV), MRVP, VASH, portability, homeownership, and other special programs.
  • Ensure compliance with HUD, DHCD, and Authority regulations, policies, and procedures.
  • Interpret complex federal and state regulations and provide guidance on program implementation and compliance requirements.
  • Oversee informal hearings, participant compliance matters, termination actions, and corrective actions in accordance with applicable regulations and due process requirements.
  • Ensure complete and accurate maintenance of participant, landlord, and program records.

Financial Management and Program Sustainability

  • Manage program utilization, leasing activity, budget performance, reserves, and funding strategies to support long-term program sustainability.
  • Compile, monitor, and analyze reports and performance metrics to maximize housing assistance resources and ensure compliance with funding requirements.
  • Monitor and validate reporting systems including VMS, SEMAP, PIC, EIV, and other required reporting platforms.
  • Identify, investigate, and resolve reporting discrepancies and data integrity issues affecting program funding, utilization, and compliance.
  • Develop and implement operational strategies to address shortfall conditions, maximize utilization, and preserve available housing assistance resources.
  • Assist in the development of long-term financial plans, annual operating plans, budget projections, forecasts, and performance analysis.

Operational Leadership

  • Ensure the efficient daily operation of the Leased Housing Department through effective management of personnel, technology, and program resources.
  • Supervise, train, mentor, and evaluate department staff.
  • Establish performance expectations, communicate goals, and promote staff development and succession planning.
  • Develop, maintain, and update departmental procedures, workflows, training materials, and operational standards.
  • Serve as the primary escalation point for complex participant, landlord, and operational matters.

Risk Management and Internal Controls

  • Institute and maintain appropriate internal controls, quality assurance measures, and audit procedures to protect Authority assets and ensure program integrity.
  • Identify areas of operational, financial, regulatory, and compliance risk and recommend corrective actions.
  • Ensure readiness for audits, monitoring reviews, and regulatory inspections.
  • Collaborate with finance and administrative staff to ensure accurate financial reporting and program accountability.

Landlord, Community, and Stakeholder Relations

  • Develop and maintain positive relationships with landlords, participants, service providers, government agencies, and community partners.
  • Negotiate rents and resolve complex landlord concerns.
  • Develop educational materials, guidance documents, and outreach initiatives to improve landlord participation and program understanding.
  • Represent the Authority at meetings, conferences, industry organizations, and community events as assigned.

Technology and Systems Management

  • Evaluate and utilize technology to improve operational efficiency and program performance.
  • Collaborate with staff and vendors to enhance system functionality and reporting capabilities.
  • Ensure the accuracy and integrity of program data and reporting systems.

Additional Administrative Responsibilities

  • Coordinate repayment agreements, overpayment recovery efforts, and related compliance activities.
  • Support administrative and financial processes related to program operations, including reporting, data validation, vendor compliance, and other functions as assigned.
  • Perform related duties as required.

Knowledge, Skills, and Abilities

  1. Extensive knowledge of federal and state rental assistance programs and applicable regulations.
  2. Ability to interpret and apply complex statutes, regulations, policies, and guidance.
  3. Ability to develop written procedures, training materials, and operational standards.
  4. Strong leadership, supervisory, and organizational management skills.
  5. Ability to analyze financial, utilization, and performance data and develop strategic recommendations.
  6. Ability to communicate effectively both orally and in writing.
  7. Ability to manage multiple priorities and complex operational issues.
  8. Ability to build productive relationships with staff, landlords, participants, regulatory agencies, and community partners.
  9. Proficiency in housing authority software systems and Microsoft Office applications.

Qualifications

Bachelor's degree in Public Administration, Business Administration, Finance, Housing Management, or a related field preferred. Equivalent combinations of education and experience may be considered.

Minimum five years of progressively responsible experience administering HUD-assisted housing programs, including supervisory and management experience.

Demonstrated experience in program compliance, utilization management, staff supervision, financial oversight, and operational leadership preferred.


$110,000.00-$125,000.00 annually
