Job Description:

\n

The Knowledge Manager will support NCDIT by developing, managing, and improving enterprise knowledge assets that enable better service delivery, decision-making, and operational efficiency across state agencies. The role will reduce information silos, preserve institutional knowledge, and strengthen knowledge governance and collaboration.

\n

Key Responsibilities

\n

• Develop and execute an enterprise Knowledge Management roadmap aligned with NCDIT’s strategic goals.

\n

• Identify, collect, validate, organize, and maintain knowledge from SMEs, agencies, systems, and documentation repositories.

\n

• Develop taxonomies, metadata, classification standards, and knowledge governance practices.

\n

• Support SharePoint, Teams, intranets, portals, ITSM platforms, and enterprise content management solutions.

\n

• Establish processes for knowledge capture, retention, archival, and transition of legacy knowledge.

\n

• Partner with SMEs, content owners, IT teams, agencies, vendors, and other stakeholders to ensure accurate and accessible knowledge.

\n

• Identify opportunities to improve onboarding, service management, incident resolution, training, and operational outcomes through effective knowledge management.

\n

• Evaluate and recommend KM tools, technologies, standards, and best practices.

\n

• Ensure knowledge assets comply with applicable security, privacy, copyright, retention, and state/federal requirements.

\n

• Promote collaboration, knowledge sharing, and continuous improvement across NCDIT and supported agencies.

\n

Required Qualifications

\n

• Bachelor’s degree in Library & Information Science, Information Science, Knowledge Management, or related field; equivalent experience considered.

\n

• 5+ years of experience in knowledge management, information management, content management, or a related discipline.

\n

• 5+ years of experience in:

\n

o Research, information analysis, and validation.

\n

o Taxonomy, metadata, and content classification.

\n

o Integrating knowledge frameworks with intranets, portals, databases, or ITSM platforms.

\n

o Enterprise content/database integration and content management technologies.

\n

o Archiving, cataloging, and information retention.

\n

o Requirements gathering, stakeholder engagement, and solution delivery.

\n

o Translating technical information into clear business language.

\n

• Strong analytical, problem-solving, communication, and customer service skills.

\n

• Understanding of project management fundamentals and applicable data, privacy, and copyright regulations.

\n

• Experience with public-sector or enterprise service environments preferred.

\n

• KCS, ITIL, or Knowledge Management certifications preferred.
