1 Request for Offers
1.1 Summary
Conduct property clean-up of materials/items that would be considered "blight". This includes visiting each individual site/property, cleaning up the blight, and disposing of it properly offsite (ex. landfill, scrap yard, recycle, etc.).
1.2 Bidder Requirements
Each Bidder to this RFP is expected to fully inform themselves on all aspects of the work required to be performed.
1.3 Qualifications of Bidder
The Bidder, through its written proposal, provides evidence of ability and experience to undertake the specified objectives/duties in this Request for Proposal.
1.4 Acceptance of Offer
Acceptance of a proposal will occur only when a contract is executed.
2 Project Overview
2.1 Project Description
GTB is providing property clean-up for Lot Owners and on our own government-controlled properties. The project, as promised, entails a contractor to come in and clean up materials and items that would be considered "blight" from each property GTB's Legal Department has received permission to enter. The goal of this project is to aid Tribal Members in catching up on cleaning up their properties and for the government to clean up the illegal dumping that has happened over the years.
2.2 Scope of Services
Summary:
We expect the contractor to do a first walk through (potentially even pre-bid submission) of each property to get a handle on what items need to be cleaned up and what equipment will be needed. The contractor will load up the items and dispose of them offsite at the proper disposal site.
We do NOT expect this contract to handle Hazardous Waste. Ideally, the contractor would be willing to clean up properties in all counties that GTB services (Antrim, Benzie, Charlevoix, Grand Traverse, and Leelanau) but roughly 90% of the sites are in Leelanau County around the Peshawbestown Reservation. We will, however, consider contractors who are only able to commit to Leelanau County.

- Antrim – 1 lot
- Charlevoix – 1 lot
- Leelanau – 17 lots
Government Properties
- Antrim – 2 properties
- Benzie – 1 property
- Charlevoix – 1 property
- Leelanau – 6 properties
MINIMUM Qualifications:
Capable of performing this work in a timely matter.
Experience performing similar work to this project is ideal.
Having experience working with a tribal government/entity is ideal but not required.
Great communication.
ESSENTIAL DUTIES AND RESPONSIBILITIES
With guidance from the Natural Resources Department, Public Safety, the Legal Department, and the Maintenance Department conduct the project in a professional and timely manner. Follow the scope of the project listed above.
3 Submission Requirements
3.1 General Bid Form
Each person/vendor must submit the attached Bid Form and Qualification of Bidder, which includes contact information, references, and price quote.
3.2 Evaluation Procedure
Proposals will be evaluated by GTB Natural Resources, Maintenance, Public Safety and Legal staff based upon the price, past experiences, and interview (if needed).
3.3 Offer Submission Deadline
To be considered, a bid package must be received by the Grand Traverse Band at the address shown below or by email by 5:00 pm local time on 10/21/2026. Bids received after this deadline will not be accepted. Bids will remain sealed until after the deadline.

4 Additional Requirements
4.1 Cancellation of Contract
The contract generated by this RFP may be cancelled by GTB for noncompliance with specifications, inability to perform the contracting requirements of GTB or continued safety hazards. The cancellation notification shall state the cause or reason for the cancellation. Such cancellation would be at no charge to GTB other than for work authorized and completed at the
time of termination.
4.2 Native American/Alaskan Indian
Native American/Alaskan Indian preference applies; Bidders shall submit proof of Native American Indian status along with their bid.
4.3 Background Check
Prior to award of contract, the passing of a background check may be required if having regular contact with or control over children, elders & individuals with disabilities.
