Duties and Responsibilities:

  • Provide technical support for targeted and focused technical studies and analyses that support the Agency’s SIPRnet and NIPRnet technology strategies and implementation.
  • Provide support to develop and mature the methodologies and processes for technology evaluation, and for technology management infrastructure operations as they relate to the SIPRnet.
  • Provide expert and technical support to conduct technical studies, data collection, identification, analysis and evaluation of existing and future SIPRnet technologies.
  • Participate and provide technical support in SIPRnet related pathfinders, prototypes, and pilots.
  • Provide evaluation criteria to assess and evaluate SIPRnet initiatives during technology identification, plan, design, engineering, and implementation. The SIPRnet technologies may include managing mobile device services with sensors and software and code checking (static and dynamic code checking). The innovation technologies may include data communication between countries, big data, mobile device near field communications, and allowing users to access and retrieve information from various domains and networks.
  • Support efforts, as directed, to provide DoD Enterprise Services, working with various DISA Directorates to ensure the broadest and most scalable enterprise capabilities are designed, implemented, secured, and operated.
  • Support efforts to re-engineer DISA’s business systems and networks to support their consolidation from individual systems across the DoD.
  • Support the design and implementation of Enterprise Data Management (EDM) capabilities which include technologies to provide data brokering, data management, data analysis, data governance, and support for Infrastructure as a Service (IaaS) and Platform as a Service (PaaS), hosting and support environments.
  • Support the coordination and management of day-to-day activities by working with interdisciplinary technical leads through coordinated execution of projects.
  • Assist with documenting and managing the development of technical solutions and aligning them to the agency’s strategic and operational goals.
  • Work with employees across the agency to review and develop an understanding of the relationships and linkages across the entire organization, as well as touch points to organizations within the Agency, and identify gaps.
  • Review, enhance, and develop processes required to close the identified gaps and facilitate the flow of necessary program management/acquisition work necessary to support the delivery of capabilities to the Warfighter.
  • Provide support for a variety of functions to include generating reports, composing memos, transcribing notes, researching and creating presentations, developing, reviewing and editing documentation, and preparing briefings to high-level managers within the agency at large. The lead engineer will be expected to work closely with government personnel to complete these actions in a timely manner.
  • Attend information dissemination activities and general outreach activities relating to the program office mission and functions for the purpose of making potential users aware of the capabilities of agency’s initiatives and obtaining combatant command (COCOM) or other partner participation.
  • Initiate, coordinate, and monitor technical and functional activities that may include strategic planning and coordination, program management and analysis and quality assurance, as well as configuration management, workflow management, and productivity assessments.
  • Attend and participate in program reviews and integrated process teams, both internal and external to the agency and document participation at key events.
  • Review documents coordination and control services to ensure all systems are properly documented in accordance with approved Department of Defense (DoD) and DISA standards and in accordance with guidance appropriate to the type of project.

Required Experience:

  • Strong computing and network system knowledge, particularly networking, including a knowledge of communication protocols and familiarity with common computing security elements such as IDS/IPS systems and firewalls.
  • Working knowledge of multiple security systems such as Palo Alto NGFW, ArcSight, FireEye, and McAfee NSM.
  • Possess a minimum of a Secret security clearance.
  • 10 years of experience as a network/communications engineer.
  • Experience with working in or on the Secure Internet Protocol Router Network (SIPRNet) is preferred.
  • Comfortable and experienced with generating reports, composing memos, transcribing notes, researching and creating presentations, developing, reviewing and editing documentation, and preparing briefings to high-level managers within the agency at large.
  • Create, manage, and own the required program management documentations to include:
    • Technology & Research Assessment Reports
    • Architectural Drawings
    • Technology Evaluation Artifacts Reports
    • Metrics Development and Analysis Reports
    • Network Analysis Findings and Recommendations
    • Briefing Charts

  • CISSP

Education:

Bachelor's degree in a relevant field and a minimum of 5 years' related experience. B.S. in a technical field of Computer Science, Engineering, Cyber Security or equivalent is preferred.

5 years of related progressive experience OR additional certifications OR an M.S. degree
