This Software Engineer III position supports the Department of State’s global financial systems, including applications used for payroll, accounting, disbursing, and reporting. The successful candidate will help administer and improve production applications, resolve operational issues, and maintain reliable services for domestic and overseas users.
All contractors supporting this department must possess or be able to obtain a Secret security clearance.
You Must Meet these Minimum Requirements:
- Have five or more years of technical experience in systems development, requirements development, and/or automated financial systems analysis. A four-year degree is preferred; experience with financial systems is desirable.
- Support the operation and administration of production financial applications.
- Plan and coordinate software operations, estimate resources, assign accountability, establish success criteria, and assist with software cost, tradeoff, and risk analyses.
- Lead network design, analysis, implementation, and related systems management, including specifications, software monitoring, and network analysis software.
- Perform software life cycle analysis and planning in coordination with department requirements.
- Willingness to work on-call outside of regular hours.
- Work effectively in a team-oriented environment.

- Hands-on experience administering, troubleshooting, and maintaining production financial applications, including root cause analysis and resolution of system issues.
- Experience monitoring system performance, meeting service level agreements, and using logs, reports, or dashboards to identify operational issues.
- Experience planning and coordinating software operations, estimating resources, and assessing technical costs, tradeoffs, and risks.
- Experience supporting software implementation, system integration, monitoring, and life cycle planning in a cloud and on-premises environment.
- Experience with enterprise financial applications such as PeopleSoft HRMS, Momentum Financials, or RFMS/D is preferred.
- Experience with tools such as BMC Control-M, Microsoft Azure, Power BI, or Microsoft Power Platform is preferred.

Overview of the Department:
The Financial Technology Infrastructure (FTI) directorate supports financial systems used by the Department of State at home and overseas. This role combines hands-on production support with planning and improvement work across payroll, accounting, disbursing, reporting, and enterprise automation. The engineer will work with systems that support critical financial operations and will help keep them reliable as the environment spans cloud and on-premises platforms.
Day-to-day Job Responsibilities include:
Responsibilities include, but are not limited to:
- Plan, organize, configure, install, optimize, administer, and maintain the financial systems supported by the unit in a hybrid cloud and on-premises environment.
- Support PeopleTools-based PeopleSoft HRMS, Momentum Financials, Power BI solutions, RFMS/D, Microsoft Power Platform applications, and the BMC Control-M enterprise scheduling and automation suite.
- Plan, coordinate, and control software operations; estimate resources; assign accountability; establish success criteria; and assist with engineering estimates of software costs, tradeoffs, and risk.
- Contribute to system and network design, analysis, implementation, monitoring, and software life cycle planning in coordination with departmental requirements.
- Investigate and resolve production issues efficiently, including outside normal business hours, to maintain or exceed service level agreements and performance metrics.
Work Schedule:
The employee will work an 8-hour shift between the hours of 6:15 am to 6:00 pm with a non-compensated 45-minute lunch (See your Project Manager for work schedule and department policies). Additional hours may be required and must be authorized by your Project Manager and DoS Management. This is a 100% on-site position
