Job DescriptionWe are looking for an experienced Property Manager to oversee residential housing operations in Newport News, Virginia. This Long-term Contract position is ideal for a detail-oriented individual who can balance resident relations, property performance, compliance, and staff leadership while maintaining high service standards. The role requires strong oversight of occupancy, leasing activities, inspections, rent administration, and certification processes in a regulated housing environment.

Responsibilities:
• Oversee daily operations for assigned residential properties to support efficient performance, safe conditions, and strong occupancy results.
• Guide residents on community expectations, lease-related policies, and proper care of their units while addressing questions and concerns effectively.
• Coordinate unit turnover activity, including move-ins, move-outs, and resident transfers, while maintaining accurate documentation throughout each step.
• Lead on-site staff by assigning work, providing training, monitoring performance, and helping build effective schedules to support property needs.
• Conduct routine inspections of units, common areas, housekeeping conditions, and grounds to confirm compliance with established housing standards.
• Manage rent-related activities such as payment collection, adjustment requests, account charges, and late fee processing for overdue balances.
• Address lease violations and delinquent accounts through resident counseling, formal notices, eviction documentation, and court participation when required.
• Prepare reports, correspondence, and resident records while reviewing files for accuracy, completeness, and quality across leasing, certifications, and work orders.
• Complete annual and interim recertifications, verify income documentation, and enter required data to support accurate rent determinations.• 2+ years of experience in property management or residential property management.
• Working knowledge of HUD regulations and affordable housing compliance practices.
• Experience handling occupancy activities, resident relations, rent collection, and lease enforcement.
• Ability to perform certifications and recertifications, including income verification and rent calculation tasks.
• Experience supervising staff, delegating assignments, and supporting employee performance and development.
• Strong administrative skills with the ability to maintain organized records, prepare reports, and review files for accuracy.
• Familiarity with Low Income Tax Credit Housing (LIHTC) environments and property management company operations is preferred.
