Job Description
Job DescriptionThe Requirements and Documentation Administrator supports the System-of-Systems (SoS) Lead Engineer and Lead Capability Integrator (LCI) to manage technical documentation and requirements for multiple integration projects/programs. The work will predominantly be performed in NAVWAR Old Town classified spaces, and therefore requires a Top Secret (TS) security clearance eligible for SCI. CONSIDERATION WILL NOT BE GIVEN TO ANY APPLICANT WHO DOES NOT HOLD A TS CLEARANCE.Principal Responsibilities:
- Develop and maintain a Documentation Management Plan (DMP)
- Coordinate regular review of and updates to program documentation
- Coordinate documentation/briefing changes across multiple projects/programs
- Review/Edit engineering and acquisition documents and briefings to produce clear and concise material
- Validate documentation/briefing content to ensure accuracy and version control
- Manage Quality Assurance (QA) reviews of documents and briefings
- Manage review feedback of documents across multiple projects/programs, capturing revisions and suggestions for future development
- Coordinate leadership review and approval of documentation and briefings
- Actively participate in technical and programmatic meetings to provide status and define technical documentation development requirements and milestones
- Develop and maintain a project/program Requirements Management Plan (RMP)
- Manage Stakeholder Requirements interpretation, decomposition, and allocation across multiple projects/programs via Requirements Allocation Agreements (RAA)
- Coordinate review and approval of developed integration and system/subsystem requirements across multiple projects/programs
- Coordinate requirements changes across the project/program lifecycle
- Track and report progress of requirements implementation and verification to program managers and stakeholders
- Develop and present requirements status briefings for leadership, stakeholders, and executives
- Identify and develop Risks/Issues/Opportunities (RIO) assessments and briefings during project/program execution
- Organize and lead standard Scrum ceremonies
- Educate multiple projects/programs on Agile principles, Scrum frameworks, and DevSecOps best practices
- Assist leadership with backlog management, user story refinement, and ensuring readiness for upcoming sprints
- Track and report team velocity, sprint progress, and burnup/burndown metrics to leadership and stakeholders
Skills:Proficient in:
- Creation of technical documentation in Aerospace and Defense (for DoD)
- Technical Writing
- Requirements Management tools, preferably Cameo Systems Modeler
- Technical requirements traceability and conducting technical reviews of documentation
- Able to develop and present briefings to leadership, stakeholders, and executives
- Version control, Change/Content Management principles and format
- Documentation/Presentation tools, including MS Office and Adobe Acrobat
- Strong interpersonal skills and ability to effectively communicate with a wide range of individuals and constituencies in a diverse community both verbally and in writing
- Multi-tasking
- Agile development fundamentals and structure, and procedures of Agile ceremonies
- Enterprise Agile management software, preferably Jira and Confluence
Familiar with:
- Working knowledge of US Navy and Department of Defense terminology and acronyms
- Military exposure and experience, particularly with military technical documentation writing and formatting standards, guidelines, and verbiage
- Model-Based Systems Engineering (MBSE) tools, specifically Cameo Systems Modeler
- SoS Development Life Cycle
- Systems Engineering’s role in requirements development
- Test and Evaluation’s role in requirements verification
- Scaling frameworks required for large mission systems, such as the Scaled Agile Framework (SAFe)
Requirements:
- Degree in English, Journalism, Communications, or related field of study
- Three plus (3+) years of relevant work experience
- Active Certified ScrumMaster (CSM), or Professional Scrum Master (PSM 1), or an equivalent recognized Agile certification
- Security Clearance: Top Secret with Sensitive Compartmented Information (TS/SCI)
