PD07.7: Lifecycle Acquisition Analyst (Pre-Award) – Senior


Description: This specialist provides expert, dedicated support during the critical source selection phase of the acquisition lifecycle. The role focuses exclusively on assisting the government in conducting a fair, equitable, and effective evaluation of contractor proposals, ensuring every step of the process adheres to the Federal Acquisition Regulation (FAR) and agency best practices to produce a defensible award decision.


Duties May Include:

  • Providing expert, non-voting professional support to the Source Selection Evaluation Board (SSEB) on all procedural and regulatory matters.
  • Assisting the government in developing a comprehensive Source Selection Plan (SSP) and drafting clear, unambiguous language for Section L (Instructions to Offerors) and Section M (Evaluation Factors for Award) of the Request for Proposal (RFP).
  • Facilitating and meticulously documenting the technical and cost evaluations of contractor proposals, ensuring consistency and adherence to the evaluation criteria.
  • Serving as the scribe and facilitator for SSEB consensus meetings, capturing the detailed rationale for all assigned strengths, weaknesses, and deficiencies.
  • Leading the consolidation of evaluator findings and supporting the preparation of the final SSEB report and other documentation required for a defensible award decision by the Source Selection Authority (SSA).


Required Skills:

  • A Bachelor's degree in a relevant field.
  • A minimum of 8 years of demonstrated experience in federal acquisition management.
  • Demonstrated, in-depth experience providing direct support to at least two or more government source selection evaluation teams for competitive acquisitions.
  • Expert knowledge of the Federal Acquisition Regulation (FAR), particularly Part 15 (Contracting by Negotiation).


Desired Skills:

  • DAWIA Level II or III certification in Contracting or Program Management.
  • Experience having served as a voting member on a government SSEB.
  • Experience with a wide range of contract types and competitive procedures.
