13 additional hours in exchange for a rent free apartment

THE OPPORTUNITY

The Site Manager provides part-time, on-site property oversight and caretaker support at an apartment complex serving special-needs, formerly homeless, high-risk, low-income families. The position assists residents and visitors, supports on-site activities and communication, and performs miscellaneous cleaning and custodial duties as directed by Housing Authority staff.

KEY RESPONSIBILITIES

• Provide respectful on-site residential oversight, monitor the property, maintain an observation log, operate security and surveillance systems, and report lease violations or concerns to housing management.

• Report emergencies to local fire, police, and/or Sheriff personnel and immediately contact the Housing Manager.

• Staff the observation kiosk and sign in visitors as needed; issue parking citations and Request for Compliance notices.

• Inspect fire extinguishers, Narcan boxes, and first aid kits; conduct and document safety drills and notify the Safety Coordinator.

• Notify Resident Services and the Housing Manager of observed resident needs; help mediate tenant complaints with Housing Management.

• Clean and remove litter from common areas, including exterior grounds, community rooms, laundry facilities, washers and dryers, computer rooms, and bike storage.

• Call in work orders, meet with contractors and staff as directed, and communicate effectively through meetings, trainings, newsletters, and flyers.

• Attend quarterly resident meetings in the early evening and annual safety drills during the workday; serve as a point of contact after emergency on-call maintenance.

• May serve 3-day or 14-day notices to Pay or Quit and testify that notice was served.

WHAT WE ARE LOOKING FOR

• Conflict management and team-building skills.

• Patience, compassion, and respect when serving residents.

• Ability to explain and consistently enforce housing rules and regulations.

• A responsible, accountable team player.

• Bilingual English/Spanish preferred.

• Successful completion of a criminal background check, drug test, and physical.

EXPERIENCE & EDUCATION

Experience: Two years working at a homeless shelter or sober living facility, or providing wraparound social services to special-needs individuals, is strongly desired.

Training: High school graduation or GED equivalent with specialized coursework in psychology, sociology, or criminal justice.

SCHEDULE, AVAILABILITY & HOUSING REQUIREMENTS

• 13 paid hours per week, plus up to 13 hours per week compensated through housing accommodations.

• Availability to respond to emergencies during business hours, evenings, weekends, and holidays, as needed.

• The studio apartment must be used as the employee’s full-time residence. Household composition and maximum occupancy requirements apply.

• Failure to meet job requirements will result in loss of employment and residence. On-site staff must follow agency policies and property house rules.

• Regular presence is essential. The work schedule is provided at the time of employment.

WORKING CONDITIONS

Environment: Public contact; indoor and outdoor work with exposure to weather; unit and site visits; use of cleaning supplies.

Physical: Moving throughout the housing development, climbing stairs, bending, stooping, sweeping, and moderate lifting and carrying up to 25 pounds.

PUBLIC SERVICE REQUIREMENT

HASBARCO is considered a public district, and all employees are designated as disaster service workers. Signing the California Loyalty Oath and fulfilling its obligations is a condition of employment. HASBARCO and all of its properties fall under the Drug-Free Workplace Act.
