Position Overview

The Program Manager is responsible for overall contract performance, daily management, staffing oversight, quality control, and operational continuity for USARC DEERS/RAPIDS, USID, and CAC issuance support services. The PM serves as the contractors principal interface with the Government and has full authority to act on behalf of the contractor on daily contract matters. The PM shall be located at USARC Headquarters, Fort Bragg, NC, and may be dual-hatted as a Site Security Manager. Key personnel must be on board during the full 30-day phase-in period.

Key Responsibilities

  • Manage overall contract performance and ensure uninterrupted DEERS/RAPIDS, USID, and CAC issuance support across USARC Identification Card Office locations.
  • Serve as the primary contractor point of contact for the KO, COR, and Government stakeholders.
  • Lead the 30-day phase-in period and ensure personnel, training, access, site readiness, and operational procedures are in place before full performance.
  • Plan, organize, direct, and control contractor personnel performing identification issuance support services.
  • Ensure adequate staffing coverage at all required locations during approved hours of operation.
  • Oversee processing of identification issuance requests and support the Governments issuance of identification badges for building and system access.
  • Ensure USARC systems are used to verify information, conduct required background checks, and confirm that only eligible recipients receive USARC-issued USIDs and CACs.
  • Ensure contractor personnel are properly trained, certified, and capable of performing RAPIDS, Verifying Official, and Site Security Manager duties.
  • Monitor quality control, customer service, customer complaints, corrective actions, site performance, and compliance with applicable Army and DoD policy.
  • Prepare and submit weekly and monthly reports covering customer complaints, active tasks, progress, schedule, personnel status, and site-level issues.
  • Coordinate with the COR on training plans, office logistics, operating hours, policy updates, performance concerns, and process improvements.
  • Support management briefings, metrics, information papers, correspondence, and responses to data calls related to CAC and military ID card issuance.
  • Conduct or oversee virtual and/or in-person site visits to assess System Operator performance, certification readiness, and compliance.
  • Provide additional training to System Operators as required to meet Government-established standards.

Site Security Manager / Verifying Official Duties

  • Perform RAPIDS Verifying Official duties and Site Security Manager responsibilities as required.
  • Manage CAC cardstock and consumables, including ordering, accountability, and control.
  • Ensure compliance with RAPIDS policies, procedures, site administration requirements, and security requirements.
  • Maintain RAPIDS Site Locator information and support site-level documentation and training.
  • Install new plug-and-play hardware components such as a mouse, fingerprint scanner, or smart card reader.
  • Validate the identity of individuals whose fingerprints cannot be captured.
  • Document overrides when a CAC recipient does not have proper identification documents.
  • Use the automated card management system and maintain oversight of ID Card Office Online.
  • Review audit trail reports and evaluate them for potential fraud, waste, and abuse.
  • Maintain audit trail reports for one year and/or throughout the period of performance.
  • Complete VO training as required for SSM responsibilities.
  • Protect the privacy and confidentiality of data displayed on the RAPIDS terminal screen.
  • Verify the identity of card recipients before entering applicant data into RAPIDS.
  • View and scan documents that establish benefit or ID card eligibility before entering information into DEERS or issuing ID cards.
  • Enter DoD sponsor and family member information, issue DoD ID cards using RAPIDS workstations, suspend privileges, and update DEERS as necessary.

Minimum Qualifications

  • Bachelors degree in Business Management or related field, or five years of relevant Program Management experience.
  • At least three years of operational experience processing identification issuance requests and issuing identification badges for building and system access.
  • Familiarity with DoD ID card issuance policies and procedures.
  • Experience training others on proper use of identification issuance systems or other DoD IT systems.
  • Ability to read, write, speak, and understand English effectively.
  • U.S. citizenship, unless Government approval is granted under applicable Army Information Assurance requirements.

Certification Requirement

The Program Manager must possess and maintain all required DEERS/RAPIDS, Verifying Official, and Site Security Manager training/certification requirements necessary to support CAC/USID issuance operations. The PM must ensure all required training is completed, documented, and maintained throughout contract performance. Required training includes on-site DEERS/RAPIDS training, certification training through the DMDC learning site, DMDC mobile training team support when applicable, and other DoD-approved online training. The PM must also provide Certificates of Completion and documentation verifying completion of required training within required timelines. All personnel must achieve at least a 70% score on required periodic certification testing where applicable.

Clearance / Security Requirement

The Program Manager must possess a Tier III Secret Clearance prior to commencement of work due to restricted access requirements at the assigned work location. The PM must also comply with DoD, Army, USARC, facility access, CAC issuance, personnel security, privacy, OPSEC, information security, and safeguarding requirements. The PM and personnel requiring access to Government systems must obtain and maintain a DoD CAC and any required USARC access badge. Contractor personnel must complete required security-related training, including TARP, OPSEC, Antiterrorism Level I, iWATCH, and SHARP training, as applicable.
