Position Summary
ABC Institute Apprenticeship College is Florida's largest state-registered apprenticeship provider. The Director of Workforce Expansion and Development is ABCI's senior academic and program leader, with two mandates: run a compliant, high-quality apprenticeship college today, and grow it into the workforce engine Florida's construction industry needs tomorrow.
Reporting to the Chief Operating Officer, the Director leads instructors, coordinators, and support staff across 13 campuses. The Director owns academic quality and regulatory compliance with the Florida Department of Education (FDOE) and the U.S. Department of Labor; safeguards fiscal integrity over instructor payroll and academic budgets; and leads expansion into new trades, new locations, new employer partnerships, and new funding, including high-growth sectors such as data center construction, aerospace, and energy infrastructure. The Director partners closely with the Directors of Student Affairs and Business Development.
Key Responsibilities
Apprenticeship Program Quality & Academic Operations
- Oversee related technical instruction (RTI) for all registered apprenticeship, pre-apprentic and continuing education programs, ensuring curricula align with approved Standards of
- Apprenticeship and current employer needs.
- Maintain and update Standards of Apprenticeship for existing programs and submit revisions to FDOE as required.
- Establish and track KPIs for completion, retention, assessment and licensure pass rates, job placement, employer satisfaction, and instructor retention.
- Manage scheduling, classroom and lab resources, and attendance systems to deliver consistentquality at every campus.
- Align academic calendars and enrollment cycles with Student Affairs.
Regulatory Compliance & Reporting
- Serve as ABCI's institutional compliance officer for all academic and training operations.
- Ensure full compliance with FDOE, U.S. Department of Labor, LEA agreements, and grantor requirements.
- Maintain the annual compliance calendar, reporting deadlines, and audit documentation so ABCI is audit-ready at all times.
- Prepare and submit required filings, student counts, and performance data accurately and on time.
- Monitor changes in state and federal apprenticeship and workforce policy, including new federal funding eligibility such as Workforce Pell, and advise leadership on implications.
Program & Campus Expansion
- Identify trades and occupations with unmet employer demand, build the business case, and design, register, and launch new apprenticeship and pre-apprenticeship programs.
- Stand up training at new and expanded locations, including ABCI's Hialeah flagship campus and future sites.
- Develop industry-specific training tracks for high-growth sectors, including data center construction, aerospace and defense, and energy and infrastructure, in partnership with industry and economic development partners.
- Lead hybrid and online delivery of RTI and the structured adoption of training technology, including virtual reality, simulation, modern lab equipment, and testing tools.
Funding & Grants
- Identify, write, and manage grants and contracts that fund growth, including state apprenticeship grants, U.S. Department of Labor opportunities, LEA agreements, and corporate and philanthropic funding.
- Own grant deliverables, outcome tracking, and reporting, and reconcile grant expenditures with Finance.
- Position ABCI to qualify for new federal and state funding streams as eligibility rules develop.
Pipeline & Employer Partnerships
- Build pre-apprenticeship pipelines with school districts, career academies, juvenile justice programs, workforce boards, veterans organizations, and re-entry programs.
- Grow the number of participating employer sponsors and apprentices per employer, coordinating with Business Development.
- Collect and act on employer and student feedback regarding curriculum, lab exercises, and program quality.
Instructor & Staff Leadership
- Recruit, hire, and onboard instructors and coordinators, and build a pipeline of qualified instructors from industry.
- Lead and hold accountable a multi-campus team for quality instruction, compliance documentation, and student engagement.
- Conduct performance evaluations using measurable criteria and provide ongoing coaching.
- Set instructor pay scales and approve raises based on defined metrics and outcomes.
Financial Oversight & Data Integrity
- Review and authorize instructor payroll, verify instructor hours, and approve staff reimbursements, with controls that prevent errors and fraud.
- Manage academic and expansion budgets and measure the return on new programs and locations.
- Oversee the educational and financial data required for grants, compliance reports, and board submissions.
- Develop standard operating procedures and checklists that make operations efficient, scalable, and accountable.
- Leadership Reporting & Representation
- Provide regular performance and program reports to the COO and the ABCI Board of Directors.
- Represent ABCI with regulators, industry partners, employers, and community stakeholders.
What Success Looks Like
- Clean audits and on-time regulatory filings.
- Rising enrollment, completion, and placement rates across campuses.
- New programs registered and launched, and new employer sponsors added.
- Growth funding secured and reported on accurately.
- A stable, high-performing instructor team.
Qualifications Required
- • Bachelor's degree in education, business, public administration, or a related field, or an equivalent combination of education and industry experience.
- Minimum of 7 years of progressively responsible leadership in education, training, workforce development, or construction, including at least 5 years managing teams and programs.
- Working knowledge of registered apprenticeship, including Standards of Apprenticeship, related technical instruction, and sponsor and employer responsibilities.
- Demonstrated success in regulatory compliance, reporting, and audit preparation.
- Track record of launching new programs, sites, or services, not only managing existing ones.
- Grant writing and grant management experience with funding awarded.
- Experience overseeing payroll, budgets, and financial controls.
- Highly organized, able to manage multiple initiatives and competing deadlines across locations.
- Proficient in Microsoft Office and student information, learning management, or database systems.
Preferred
- Bilingual (English/Spanish), strongly preferred.
- Construction industry experience or a journeyman credential in a skilled trade is a plus.
- Experience with Florida's apprenticeship system and FDOE.
- Experience with nonprofit or education organizations.
Compensation & Benefits
