Position Summary

The Project Engineer will provide construction project engineering services, including project observation and reporting to government personnel. This role will support project development and delivery by implementing government decisions, guidance, laws, regulations, and policies.

Duties/Responsibilities:

  • Oversee construction, contract administration, and quality assurance activities in accordance with established policies, procedures, and regulations.
  • Analyze design and construction issues with respect to contract requirements and provide recommendations to government personnel regarding compliance with contract provisions and environmental requirements.
  • Exercise engineering judgment to assist in developing solutions to conflicting plan details or requirements identified during construction.
  • Obtain and incorporate recommendations from the Designer-of-Record (DoR) and LRL’s Construction and Facilities Management (CFM) into recommended solutions.
  • Review project schedules and provide recommendations regarding schedule items, progress percentages, and the relationship between completed work and contract payments.
  • Coordinate with the onsite Quality Assurance Representative to verify that reported progress accurately represents the proportional monetary amount of the contract.
  • Review monthly schedule updates and provide comments to the Resident Office ACO/COR within five working days of receipt.
  • Review construction contractor submittals for compliance with contract requirements, enter recommended approval codes and remarks into RMS, and distribute submittals to appropriate reviewers.
  • Set deadlines for submittal reviews and ensure reviews are completed two working days prior to required review dates and provided to the Resident Office ACO/COR for approval.
  • Prepare correspondence for the Resident Office ACO/COR’s signature.
  • Provide field surveillance and prepare detailed daily reports covering factors affecting cost and engineering considerations.
  • Prepare quality assurance plans for assigned projects and provide them to government personnel.
  • Assist the government with preparing modification scopes of work, including drawings and specifications, as well as cost estimates.
  • Recommend objectives for government personnel to pursue on contractor proposals and prepare draft change orders and modifications for the Resident Office ACO/COR’s signature.
  • Prepare technical, cost, and price analyses of proposals for modifications, Requests for Equitable Adjustments (REAs), and claims.
  • Support negotiations to reach fair and reasonable settlements of contract time extensions and cost increases or decreases.
  • Review the construction contractor’s Quality Control Plan, Safety Plan, Schedule of Prices, Progress Schedules, Network Analysis Diagrams (CPMs), Environmental Protection Plan, Asbestos Plan, and submittal register for conformance with contract requirements and good practice.
  • Prepare detailed written reports with recommendations to the Task Order COR for acceptance or non-acceptance, including problem areas and nonconformance with contract requirements.
  • Attend and participate in an advisory capacity at preconstruction conferences, quality control coordination meetings, in-progress reviews, and other conferences and meetings with construction contractors and the COR.
  • Prepare meeting agendas, maintain meeting notes, and prepare meeting minutes for submission to the COR within two working days.
  • Review the construction contractor’s daily quality control reports to ensure quality control operations are adequately documented, including inspections, testing procedures and results, documentation, and deficiency correction.
  • Perform and document surveillance to ensure the construction contractor follows the USACE three-phase quality control system.
  • Provide daily quality assurance inspections and surveillance of the construction contractor’s Quality Control Program and Safety Program.
  • Review ongoing construction work to verify that materials and workmanship conform to contract requirements.
  • Attend quality assurance preparatory and initial inspections and submit a daily Quality Assurance Report (QAR) on ENG Form 2538-1-R to the COR with emphasis on deficiencies identified.
  • Verify site location, layout, and elevations of contract work prior to the start of work.
  • Verify that required quality control measures, including those established during preparatory inspections, are in place before work begins.
  • Verify that required quality control tests are performed and that results are within allowable limits.
  • Identify locations and coordinate quality assurance soils and concrete testing and prepare written reports identifying tests and results as they relate to compliance with the construction contract.
  • Monitor CQC systems and material testing and coordinate checks of plumbing, mechanical, electrical, and special systems, including electromechanical transportation systems, with qualified personnel.
  • Monitor the construction contractor’s procedures for tracking construction deficiencies, verify acceptable corrective action, and maintain an audit trail.
  • Maintain a system for tracking deficiencies, field problems, and Requests for Information (RFIs), and report findings on the daily QAR.
  • Participate in construction conferences with government personnel, assist with agendas, present topics as assigned by the Resident Office ACO/COR, and assist with preparing conference minutes.
  • Provide upward reporting to the Resident Office ACO/COR and district project managers.
  • Provide status reports on assigned projects to district corporate leadership.
  • Perform other duties as assigned.


Education/Experience:

  • Bachelor's Degree (or higher) in Engineering, with at least one program accredited by the Accreditation Board of Engineering and Technology (ABET)
  • Minimum of seven (7) years of experience in contract administration and/or office engineering with a strong knowledge of building construction, construction management, and/or engineering design.
  • Experience supporting U.S. Army Corps of Engineers (USACE), Department of Defense (DoD), Air Force, or other federal construction programs preferred.
  • Experience with Resident Management System (RMS) required or preferred.
  • Ability to read and interpret engineering drawings, specifications, schedules, shop drawings, and technical documents.
  • Familiarity with the local area, including permitting, utilities, and local/regional construction methods.
  • Strong written and verbal communication skills with experience preparing technical reports, briefings, and presentations.
  • Ability to obtain and maintain access to military installations.
