Leading a team to draft, and assist in the submission of, and monitor completion of system change requests for Department of Veterans Affairs' (VA) Veterans' Tracking Applications (VTA) or current Disability Evaluation System (DES) system of record. Assist in user acceptance testing for VTA and other program-associated systems to validate compliance with program requirements. Continuously assess current IT systems and make recommendations for improvements in capabilities, performance, and structure. Coordinate with external stakeholders as appropriate to facilitate changes and improvements. Monitor data quality in all program related systems. Implement a comprehensive plan to identify data quality errors and notify the appropriate department, for fixing errors. Evaluate and recommend methods to prevent data errors. Report data quality errors identified, fixed, and open. Develop and/or refine existing business process maps (e.g. DoD Architecture Framework formats), to include modifications to the DoD process made by the Military Departments. Submit updated and validated process maps including relevant actions, inputs, outputs, decision points, and variations. Develop and maintain VTA. Develop, refine, and generate standing and frequent ad hoc reports using a variety of DoD-approved data analysis software to analyze and report on large data sets coming from multiple data sources. Analyze, recommend, and execute data analysis and reporting methods to best meet the needs of the government. Recurrent requirements include weekly, monthly and quarterly performance reports, quarterly quality assurance reports, annual process reports, survey outcome reports, and reports to support program- related meetings for both DES and Special Compensation for Assistance with Activities of Daily Living (SCAADL). Analyze DES and SCAADL data and reports, to include performance, quality assurance, annual, biennial and triennial reports, making recommendations for process improvements as indicated. Assist in the distribution of reports to appropriate stakeholders. Maintain written reporting procedures for recurrent reports. Submit completed draft DES performance reports addressing DES population changes, phase and stage timeliness analysis based upon stated goals, process outcome analysis, special interest item metrics, and an executive summary of the contents of the report. Submit completed draft SCAADL performance reports and assist in distribution of the report. Provide the Military Departments instructional guidance on capturing and reporting data on their SCAADL populations. Compile and analyze SCAADL data received from the Military Departments to assess trends that might inform policy adjustments and make appropriate recommendations. Submit completed ad hoc reports in the format specified. Provide in-depth analysis of select topics including, business process improvement, costing, quality assurance, and compensation strategy. Review reports generated by external bodies. Provide support to external bodies in the generation of their reports. Support the Military Departments' management of individual IDES cases through the identification and correction of data quality errors, monitoring select case actions to ensure compliance with policy and procedure, identifying and monitoring cases that exceed establish timeliness goals, providing assistance to system users, and researching cases as required to correct errors or provide information. Complete the disenrollment action or initiate actions to correct issues that prevent disenrollment action. Submit update to existing system business rules and facilitate approval and distribution of such rules. Verify dates of separation in the DES system of record (VTA) using data from the Military Departments or Defense Personnel Records Information Retrieval System (DPRIS). Analyze, research, propose changes to, develop, and monitor the Military Services' compliance with the DES Quality Assurance Program. Recommend and provide consultancy on normalizing and integrating Quality Assurance Program (QAP) throughout the DES enterprise. Provide a decision paper that assesses and recommends an action plan. Recommend performance measures, goals, and focus areas. Review program performance against established goals and other indicators. Assist with the IDES satisfaction survey. Gather survey outcomes, draft and distribute reports using approved reports and graphs, analyzing outcomes and making recommendations for corrective actions. Assist in the development or modification of the three survey instruments, one for the MEB, PEB, and Personnel survey. Pull MEB and PEB Cohort lists from VTA and analyze for accuracy of grade, rank, email address, and survey participation eligibility based on current guidelines.

Requirements:

  • Bachelor's Degree in IT related field
  • Data analytics certifications (Google Data Analytics Professional, Microsoft, Tableau, AWS or CAP)
  • 6 years' experience with systems and/or business analytics
  • 5 years' experience supervising or overseeing personnel
  • 3 years' experience with identifying data frameworks essential to executing relevant tasks
  • Experience integrating system-level data requirements and architectures into enterprise-level (preferred)
