Enforcement Operations Specialist
Location: San Francisco, CA; New York, NY; or Washington, DC preferred (flexible for the right fit)
Work Model: Hybrid / Flexible Onsite

Duration: 6-month contract (possibility of extension)
Pay Range: $100–$120/hour on W2, depending on experience

Staffing Partner: Russell Tobin
About the Opportunity
Russell Tobin is supporting a leading AI research and technology company in hiring seven Safeguards Access Operations Specialists. The Safeguards team is expanding the human review behind its access and enforcement programs, including AI R&D access, unsupported-region and national-security-sensitive access decisions, account compromise remediation, appeals, and ban evasion and account clustering.
Review volume is rising during a major launch and ramp period, and appeals and compromise cases carry turnaround expectations that call for dedicated specialists. These hires will take on case-by-case review so enforcement leads can stay focused on policy, detection and escalations.
These are generalist roles. The AI R&D and Unsupported/National Security Geo openings require additional judgment.

Review access requests tied to AI research use cases and assess whether the stated research is credible.
- Must-have: Policy-driven decision-making plus enough machine learning familiarity to evaluate a use case
- Relevant backgrounds: Trust & Safety or policy at AI labs, ML-adjacent operations, research program or grants administration
Unsupported / National Security Geo (1 opening)
Handle access decisions and offboarding for restricted regions and national-security-sensitive cases.
- Must-have: Sanctions or export controls experience
- Relevant backgrounds: Sanctions screening, export controls, trade compliance, fintech KYC/KYB

Investigate compromised accounts and leaked credentials, and work through remediation with customers.
- Must-have: Hands-on account takeover or credential-compromise casework
- Relevant backgrounds: Security operations, incident response, fraud and ATO teams
Appeals (1 opening)
Review appeals of enforcement actions and recommend upholding or reversing them, with a written rationale.
- Must-have: Willingness to overturn a prior decision when the evidence warrants it
- Relevant backgrounds: Trust & Safety appeals queues, customer-facing dispute resolution
Account Abuse / Ban Evasion (2 openings)
Investigate returning accounts and clusters of related accounts, weighing multiple signals to decide on linkage and action.
- Must-have: Experience judging account linkage from multiple signals
- Preferred: SQL or link-analysis tools
- Relevant backgrounds: Fraud and risk analysis, marketplace or payments risk, recidivism or multi-accounting work
Core Responsibilities
- Review access requests, enforcement cases and appeals against documented policies and criteria
- Investigate accounts, organizations and activity using the available evidence and signals
- Make consistent, defensible decisions and document clear rationale for each
- Escalate higher-risk, ambiguous or novel cases to enforcement leads
- Meet turnaround expectations in a high-volume, operations-focused environment
- Share trends, gaps and feedback that help improve policy, detection and future automation
What We’re Looking For
- Strong, consistent judgment when applying evolving policies to real-world cases
- Clear, audit-ready documentation that Policy, Legal and other stakeholders can follow
- Comfort with hands-on, case-by-case review at volume
- Sound instincts for when to decide and when to escalate
