Position Summary: We are seeking a Senior Special Security Officer to provide comprehensive technical expertise and support for security management initiatives in United States Naval Observatory, Washington, D.C. The Contract is a pivotal institution supporting national defense, navigation, and scientific research, requiring robust security measures to safeguard its facilities, personnel, and sensitive information.
Key Responsibilities:
- Technical Expertise: Provide advanced technical support in the implementation and maintenance of security systems and technologies, including but not limited to access control systems, surveillance systems, and emergency communication systems.
- System Administration: Manage and administer Defense Information System (DISS) and other government tracking systems required for security clearance processes and compliance with federal regulations.
- Troubleshooting and Resolution: Diagnose and resolve technical issues related to security systems promptly and effectively to minimize downtime and ensure continuous operational readiness.
- Security System Enhancement: Collaborate with the Security Manager and IT teams to assess security system capabilities, identify areas for improvement, and implement upgrades or enhancements as necessary.
- Documentation and Reporting: Maintain accurate documentation of technical procedures, system configurations, and incident reports. Prepare monthly progress reports highlighting achievements, challenges, and recommendations for improvements.
- Training and Support: Provide technical training and support to security personnel on the operation, maintenance, and troubleshooting of security systems and technologies.
Requirements:
- Technical Proficiency: Demonstrated experience in technical support roles with a strong understanding of security systems such as access control, surveillance, and emergency communication systems.
- Security Clearance: Active TS/SCI security clearance as per DD 254 requirements.
- Regulatory Compliance: Familiarity with security protocols and procedures in alignment with federal regulations, including ICD 705, 704, NISPOM, M-5510.30C, and M5510.36B.
- Problem-Solving Skills: Ability to analyze complex technical issues, propose solutions, and implement effective resolutions in a timely manner.
- Communication Skills: Excellent verbal and written communication skills to interact effectively with technical teams, security personnel, and stakeholders.
Facilities and Equipment:
- Contract will provide necessary computer equipment, software, and access to government tracking systems required for the role.
Reporting:
- Document all technical processes and reports generated during contract performance in accordance with Contact guidelines.
- Provide detailed monthly progress reports to Contract, highlighting accomplishments and areas requiring government support or guidance.
Supervisory Responsibility: This position has no supervisory responsibilities.

Pay: $110,000-$120,000
Location; Onsite United States Naval Observatory; Washington, DC
Travel: 10% required
Physical and Technical Environment:
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift to 10 pounds at a time.
Position Type and Expected Hours of Work:
- This is a full-time position, Monday through Friday.
Occasional evening and weekend work may be required as job duties demand
