RESIDENT HOUSING SPECIALIST / SITE MANAGER MILLER/STANLEY - LOMPOC
PART-TIME - 60 HOURS BIWEEKLY BENEFITS ELIGIBLE
Compensation in addition to free residence in an unfurnished two-bedroom apartment with paid utilities.

DEFINITION: Part-time site manager/tax credit specialist/PBV-30 hours + up to 16 hours property oversight bi-weekly. Perform all duties required to determine applicant eligibility, achieving property compliance with all applicable regulatory agencies.
Oversee property daytime, evening and weekends, effectively monitoring apartment complex serving low-income families. Assist answering resident and visitor’s questions, and with on-site activities and resident communication. This role will focus on providing exceptional service to our residential community and ensure that our property meets the highest standards of quality and safety, while ensuring all residents meet program requirements in accordance with Housing Authority policy.
Miscellaneous cleaning and light maintenance duties as directed by Housing Manager.
SUPERVISION RECEIVED AND EXERCISED:
Receives immediate direction and supervision from the Regional Housing Manager.
ESSENTIAL FUNCTION STATEMENTS – Essential and other important responsibilities and duties may include, but are not limited to the following:
- Remain familiar with current U.S. Department of Housing and Urban Development ever changing Federal Regulations as they relate to government-subsidized rental assistance programs.
- Conduct comprehensive review of rental assistance client case files to ensure eligibility determination, rental assistance calculations, case management activities, and documentation are accurate, complete and in accordance with Agency policies and procedures and applicable funding source rules and regulations; refer sensitive, highly complex issues to the Housing Manager for resolution
- Collaborate with a network of community agencies to ensure necessary supportive services are provided to residents. Notify supportive services of resident needs as observed
- Review data, evaluate applicable rules and regulations, and make determinations of client eligibility for program assistance, review client intake files for accuracy and completeness and process
- Assume full responsibility to conduct certifications and re-certifications, tenant eligibility determination
- Identify income reporting discrepancies; calculate payments owing to HUD and execute repayment agreements
- Respond to inquiries, phone calls, correspondence, and e-mail in a timely and responsive manner.
- Coordinate with Housing Quality Inspections (HQS) team to ensure timely inspections at admission to program
- Perform property management functions; move-in / move-out inspections, lease enforcement, mitigate neighbor-to-neighbor disputes, serve termination notices, perform housekeeping inspections, and other property management-related duties.
- Inspect fire extinguishers/Narcan boxes and first aid kits, conduct safety drills, document as required and notify safety coordinator.
- Maintain proper maintenance of client files and computer records to ensure accuracy according to HUD regulations and HACSB policies and procedures. This includes renewing contracts for HCV housing participants, including interims and re-certifications/review of income and household composition.
- Respond in a timely manner to all allegations received such as drug-related criminal activity, activities that threaten the health or safety of residents, any gang related activity, violent criminal activity, any sexual offenses, fraud allegations, income discrepancies, household composition and any program participant responsibilities that have been violated. Attend informal hearings pertaining to any of the above allegations.
- Monitor the complex regularly and report observations to housing management.
- Report emergencies to the local fire, police and/or Sheriff and contact Housing Manager immediately.
- Maintain an observation log and regularly monitor a surveillance system.
- Issue parking citations.
- Along with Housing Management effectively mediate and facilitate resolution to tenant complaints.
- Perform cleaning and litter removal in common areas that may include but is not limited to exterior grounds, community rooms, laundry facilities, washers and dryers, computer rooms, bike storage.
- Call in work orders to maintenance staff for observed maintenance items, may include but is not limited to walkway lights out, irrigation malfunctions, uneven sidewalks.
- Meet with contractors, maintenance and housing staff as directed to discuss unit and/or resident issues
- Ensure effective communication with resident groups; facilitate group meetings, training, newsletters and flyers
- Prepare community center for resident activities, making sure the facility is clean and secure at the end of the event; attend resident meetings
- Point of contact after emergency on-call maintenance
- May be required to serve 3- or 14-day notices to Pay or Quit and testify that notice was served

Qualifications:
Knowledge of:
24 CFR Parts 5, 902, 903; and 982; current HUD PIH Notices

Code of Civil Procedures relating to Notice/Service requirements

Experience and Training Guidelines - Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: Two years of property management experience in development of no less than 100 units. Two years of responsible work for a social service agency or another similar community based organization.
Training: Graduation from high school or GED equivalent with specialized course work in computer software programs, general accounting, real estate, property management, psychology, or social work.
License or Certificate: Successfully pass assigned program training within six months of employment.
WORKING CONDITIONS
The working conditions described here are representative of those an employee may encounter while performing the essential functions of the job.
Environmental Conditions: public contact; indoors and outdoors with exposure to weather conditions; unit and site visits; supplies used in cleaning.
Physical Conditions: Stationary position 50%. Move about the office to access file cabinets and office machinery. Move about the housing development and grounds to inspect units, monitor the common area and deliver notices. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer. Frequently communicates with others. Essential and marginal functions may require maintaining physical condition necessary for moving about the housing development, climbing stairs, bending, stooping, sweeping; moderate lifting and carrying up to 25 pounds.
Other requirements: Must household composition requirement for residence in unit and meet all requirements of position.
Proof of valid California Driver’s License and driving record acceptable to Housing Authority insurance provider
Ability, and continued eligibility, to live on site in designated unit and to be available and present to assure security and upkeep
Presence on a regular basis is an important factor in fulfilling the obligations of employment. Schedule is provided at time of employment; however, it is the nature of this position to be available on an as needed basis.

The position includes an unfurnished two-bedroom apartment with paid utilities to be used as a full-time residence in exchange for property oversight. The dwelling unit has maximum occupancy standards based on the number of bedrooms. Failure to meet job requirements will result in loss of residence as well as loss of employment. On-site staff must follow all agency established policies and housing rules for the property.
