Job Description

Job DescriptionWe are looking for an experienced Technical Program Manager IV (Contractor) to lead complex enterprise technology programs in Philadelphia, Pennsylvania. This Long-term Contract position will oversee multiple interconnected initiatives, align delivery plans with business priorities, and help ensure successful outcomes across scope, budget, and timelines. The role requires a strategic leader who can work closely with both technical and business stakeholders to drive execution, manage risk, and support enterprise goals.

Responsibilities:
• Direct large-scale IT programs made up of multiple related projects, ensuring coordination across workstreams and consistent progress toward business objectives.
• Shape program roadmaps, supporting business cases, and high-level delivery plans that reflect enterprise priorities and operational needs.
• Monitor scope, schedules, and financial performance across the portfolio, making recommendations and adjustments when priorities or constraints change.
• Collaborate with business leaders, IT leadership, and cross-functional partners to communicate program direction, key decisions, and status updates.
• Oversee delivery across assigned project portfolios to help ensure initiatives are completed on time, within budget, and in line with strategic requirements.
• Track major milestones, dependencies, and risks, and provide guidance to project managers to keep programs on course.
• Partner with senior stakeholders to identify opportunities where technology can improve business performance and support long-term organizational goals.
• Apply established project and program management methodologies, tools, and governance practices to maintain quality and consistency across initiatives.• Bachelor’s or Master’s degree in Computer Science, Business Administration, or a related discipline, or equivalent practical experience.
• Project Management certification is required.
• 10 to 15 years of combined IT and business or industry experience.
• At least 8 years of experience managing projects, including large and complex initiatives.
• Minimum of 3 years in a leadership capacity guiding teams, project managers, or program staff.
• Strong expertise in project planning, budget management, milestone tracking, and portfolio oversight.
• Demonstrated ability to translate business requirements into executable program strategies and delivery plans.
