Job Description

The Property Transition and Compliance Associate plays a critical role in managing property acquisitions, dispositions, and software transitions across our Texas multifamily portfolio. This position ensures that all lease documentation, operational workflows, and resident files comply with the Texas Property Code, Texas Apartment Association (TAA) standards, Fair Housing laws, and state/local regulatory guidelines (including TDHCA requirements where applicable).

The ideal candidate possesses strong attention to detail, deep familiarity with Texas landlord-tenant laws, and hands-on experience in property management software setup and lease auditing during asset transitions.

Key Responsibilities1. Property Onboarding & Transition Management

  • Due Diligence & File Audits: Conduct comprehensive lease file, tenant ledger, and deposit audits during property acquisitions or management takeovers.

  • Data Migration & Software Setup: Coordinate with property management software teams (e.g., Yardi, RealPage, Entrata) to migrate rent rolls, resident data, lease terms, and historical ledgers cleanly.

  • Vendor & Contract Onboarding: Facilitate the transfer or termination of vendor service contracts, utility accounts, and municipal permits/certificates of occupancy.

  • Offboarding Assets: Oversee property disposition procedures, ensuring complete records transfer, finalized closing utility reads, and accurate trailing financial disclosures.

2. Texas Regulatory & Lease Compliance

  • Texas Property Code Adherence: Ensure all lease executions, addenda, and notices adhere strictly to Texas Property Code (including Chapter 92 regarding security deposits, repair requests, towing disclosures, and key/lock requirements).

  • TAA & Lease Form Management: Oversee standard TAA lease documentation, verifying that required statutory addenda (e.g., Flood Disclosure, Lead-Based Paint, Parking/Towing, Animal Addendum) are correctly executed across the portfolio.

  • Security Deposit Accounting: Ensure post-transition security deposit transfers align with statutory requirements (30-day accounting window per Tex. Prop. Code § 92.108).

  • Fair Housing & Local Ordinances: Monitor property operations to ensure zero non-compliance with Federal, State, and municipal Fair Housing regulations and local municipal rental registration programs.

3. File Audits & Quality Control

  • Pre- & Post-Close Audits: Perform systematic file reviews (100% initial audit for new acquisitions; routine spot audits post-takeover) to identify and rectify missing signatures, income verification errors, or missing disclosures.

  • Affordable Housing Compliance (If Applicable): For properties with LURA or LIHTC restrictions, assist in auditing Tenant Income Certifications (TIC), utility allowance updates, and TDHCA annual owner compliance reporting.

  • Eviction & Notice Audit: Audit notice-to-vacate templates, notice delivery methods, and legal filing paperwork to ensure compliance with Texas justice court requirements.

4. Training & On-Site Support

  • Assist site managers and leasing teams during transition periods with software navigation, proper lease execution, and compliance checklist adherence.

  • Develop standardized compliance checklists, transition playbooks, and SOPs tailored to Texas multifamily operations.

Qualifications & Requirements

  • Experience: 3+ years of experience in multifamily property management, with a strong emphasis on compliance, lease auditing, or property onboarding/takeovers in Texas.

  • State Law Expertise: In-depth knowledge of the Texas Property Code, TAA Lease Agreements, and Texas eviction/security deposit laws.

  • Software Proficiency: Hands-on expertise with property management software such as Yardi Voyager, RealPage (OneSite), or Entrata. Advanced skills in Microsoft Excel (data reconciliation, VLOOKUPs, pivot tables).

  • Education: High School Diploma or equivalent required; Bachelor's Degree in Real Estate, Business Administration, or related field preferred.

  • Certifications (Preferred):

    • Certified Apartment Manager (CAM) or Certified Apartment Portfolio Supervisor (CAPS)

    • Specialist in Housing Credit Management (SHCM) or Housing Credit Certified Professional (HCCP) if handling LIHTC/TDHCA properties

  • Analytical Mindset: High precision in reviewing dense lease documents, financial ledgers, and legal forms.

  • Project Management: Ability to manage multiple transition timelines simultaneously while meeting strict closing deadlines.

  • Communication: Exceptional verbal and written communication skills for interfacing with regional managers, sellers, brokers, and on-site staff.

Physical & Work Environment Demands

  • Travel: Up to 25–40% travel across Texas properties during active acquisitions or takeovers.

  • Physical Ability: Must be able to conduct walking inspections of units, climb stairs, and lift up to 20 lbs (files/equipment).
