Job Title: Mid-Level Blazor UI Developer
Employment Type: Full-Time W-2 Contract (1-Year Contract with potential for extension)
Work Location: Rockville, MD
Work Authorization: Candidates must be legally authorized to work in the United States. Visa sponsorship is not available for this position.
Position Overview
The Mid-Level Blazor UI Developer will support the U.S. Government Publishing Office's (GPO) XPub modernization program, a major initiative replacing GPO's legacy Microcomp composition engine with a modern, document-centric publishing platform. The developer will contribute to the Horseshoe Editor, a Blazor Server-based application used to create, edit, proof, approve, and publish legislative and regulatory documents for Congress and Federal agencies.
This hands-on development role focuses on building and maintaining Blazor Server user interface components, translating XML content into interactive HTML, implementing browser-based user interactions, and integrating client-side functionality with C# application logic. The successful candidate will collaborate with Government technical staff and Agile development teams while following established coding standards, security practices, and software development processes.
Essential Duties and Responsibilities
- Develop and maintain Blazor Server UI components supporting document-centric web applications.
- Translate XML document structures into interactive HTML for display and editing within the application.
- Build reusable UI components using C#, Razor, HTML, CSS, and JavaScript.
- Implement browser event handling including input, change, focus, keyboard, mouse, and selection events.
- Utilize JavaScript interoperability (JS Interop) to retrieve and process user selections, edits, and browser DOM state.
- Work directly with the browser Document Object Model (DOM) to support rich editing functionality.
- Follow established CSS methodologies such as BEM to create maintainable and scalable user interfaces.
- Develop secure client-side and server-side code consistent with Government security requirements.
- Participate in code reviews and ensure compliance with coding standards and architectural guidelines.
- Manage source code using Azure DevOps Git repositories, including branching, merging, pull requests, and code reviews.
- Resolve software defects and implement incremental enhancements within Agile sprint cycles.
- Participate in sprint planning, sprint reviews, backlog refinement, and other Agile ceremonies.
- Create and maintain technical documentation supporting development, configuration, deployment, and operational support.
- Maintain issue tracking and work-item documentation within Azure DevOps and Government-approved tracking systems.
- Provide regular development status updates and collaborate with the Contracting Officer's Representative (COR), Project Manager, and development team.
Required Qualifications
- Minimum five (5) years of professional experience developing web-based applications.

- Demonstrated experience developing applications using Blazor Server.
- Experience working directly with the browser Document Object Model (DOM).
- Experience implementing JavaScript Interop within Blazor applications.
- Experience translating XML document structures into HTML-based user interfaces.
- Working knowledge of XML elements, attributes, hierarchical structures, and document semantics.
- Experience with structured XML standards such as DITA, DocBook, or comparable XML schemas.
- Experience implementing event-driven UI functionality integrated with backend C# logic.
- Experience using Azure DevOps Git for source control, branching, merging, and code reviews.
- Experience resolving UI defects and implementing application enhancements.
- Ability to work independently while collaborating effectively within Agile software development teams.
- Strong analytical, troubleshooting, and problem-solving skills.
- Strong written and verbal communication skills.
Preferred Qualifications
- Experience supporting Federal Government software development projects.
- Experience developing document-centric authoring or editing platforms.
- Experience modernizing legacy enterprise applications.
- Working knowledge of BEM (Block Element Modifier) CSS methodology or equivalent.
- Familiarity with modern ECMAScript standards and ESLint conventions.
- Experience supporting enterprise publishing or content management systems.
- Experience using Azure DevOps work-item tracking.
- Experience producing technical documentation supporting software development and operations.
- Experience collaborating directly with Government stakeholders and technical teams.
Required Certifications
Candidates must possess at least one (1) of the following certifications (or an approved Government equivalent):
- Microsoft Certified: Azure Developer Associate (AZ-204)
- Microsoft Certified: .NET Developer (current or legacy equivalent)
- CIW Advanced HTML5 & CSS3 Specialist
- CIW JavaScript Specialist
Additional Requirements
- Ability to comply with Government network access, VPN, and system security requirements.
- Experience working in Agile/Scrum software development environments.
- Ability to produce clear technical documentation, development artifacts, and status reports.
- Ability to participate in code reviews and adhere to Government coding standards, security guidelines, and architectural practices.
- Ability to support software releases, defect resolution, and ongoing maintenance activities throughout the contract period.
