Job DescriptionSalary:

Nebraska Association of Local Health Directors (NALHD) is looking for a Workforce Strategy and Implementation Specialist.This position leads implementation support related to Rural Health Transformation Program (RHTP) and other workforce initiatives, ensuring that local health departments have access to the training, tools, technical assistance, and collaborative learning opportunities needed to successfully implement and sustain RHTP and other programs.


This position works closely with the NALHD team, LHD implementation teams, and statewide partners to coordinate training systems, facilitate Communities of Practice (CoPs), support implementation planning, and advance continuous quality improvement efforts.


In this role, you'll:

    • Lead the coordination and implementation of statewide workforce development initiatives, including RHTP, to strengthen local public health capacity across Nebraska.
    • Develop and support scalable training resources, implementation tools, and learning systems that promote workforce development and successful program implementation.
    • Coordinate statewide and regional trainings, conferences, CoPs, and collaborative learning opportunities that foster peer engagement and knowledge sharing.
    • Provide implementation planning, technical assistance, and consultation to local health departments, supporting successful adoption, continuous improvement, and long-term sustainability of initiatives.
    • Collaborate with internal teams, local health departments, and external partners to coordinate implementation efforts, identify emerging needs, and share best practices across Nebraska's public health system.
    • Support quality improvement, evaluation, and implementation learning by identifying trends, measuring progress, and strengthening consistency and accountability across initiatives.
    • Supervise and mentor implementation coordination staff while promoting collaboration, innovation, and operational excellence.


    Required Knowledge, Skills, and Abilities

    • Bachelors degree in public health or a related field, or equivalent experience.
    • 3+ years of experience in workforce development, implementation support, public health programs, adult learning, or related fields.
    • Experience coordinating projects or initiatives involving multiple stakeholders or partner organizations.
    • Experience facilitating trainings, collaborative learning environments, or CoPs.
    • Strong organizational, project coordination, and relationship-building skills.
    • Ability to manage multiple priorities, adapt to changing needs, and work independently.
    • Strong written and verbal communication skills.
    • Ability to translate complex concepts into practical tools, guidance, and implementation support.
    • Experience using collaboration and project management tools such as Microsoft Office Suite, Basecamp, LearnWorlds, and Zoom.
    • Knowledge of program evaluation and continuous improvement practices.
    • Must be authorized to work in the United States.


    Preferred Qualifications

    • Masters degree in public health or a related field.
    • Experience facilitating groups using Technology of Participation (ToP), both in person and virtually.
    • Experience using online tools for collaboration, data collection, and community engagement.
    • Experience supervising staff, teams, or cross-functional projects.

    At NALHD as our Workforce Strategy and Implementation Specialist, you'll help to enhance statewide public health impact in workforce infrastructure, implementation readiness, and learning across local health departments in Nebraska while working along a team that's passionate about making a difference in the health of communities across Nebraska.


    This is a full-time (40 hours/week), primarily onsite position based in Lincoln, Nebraska, reporting to the Workforce Strategy and Implementation Specialist. Some in-state and out-of-state travel, including occasional overnight stays and infrequent weekend work, is required.
